<br />Roseville Planning Commission Minutes <br />Wednesday, February 3, 1982 <br /> <br />The February 3, 1982 regular meeting of the Roseville Planning Commission was called <br />to order by Chairman Johnson at 7:30 p.m. <br /> <br />Members present: Rukavina, Dressler, Moeller, Matson, and Johnson. <br /> <br />Members absent: Cushing and Mastel. <br /> <br />Others present: Council liaison, Al Kehr; Planning Consultant, Howard Dahlgren; <br />Assistant City Engineer, Dave Drown, and Administrative Assistant, <br />Jim Payne. <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina moved and ~lr. Matson seconded, that the minutes of the regular meeting <br />of January 6, 1982, be approved. Roll call, Ayes: Rukavina, Dressler, Miller, <br />Matson, and Johnson. Nays: None. <br /> <br />Planning File 1358 - William Steinworth request for preliminary plat, special <br />use permit, and vacation of right-of-way at 1717 Dellwood. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the property in question was located east of Hamline <br />Avenue and north of Larpenteur Avenue. In 1973, this property had been platted <br />into two lots, both of which extended off a dedicated but not constructed cul-de-sac, <br />extending easterly from Hamline Avenue. The northerly of the two lots was zoned <br />R-4 at that time, and the southerly, R-6. It was the intent of the applicant at <br />that time to construct a townhouse development consisting of 18 units. Following <br />the platting of those two lots, it was determined by the City Engineering Department <br />that the construction of the lone Street cul-de-sac was not possible due to poor <br />soil conditions. This land was not developed under the plat. <br /> <br />In an effort to make use of the property, the applicant is now proposing a sub- <br />stantially differing platting in which access would be gained from the north, <br />off Dellwood Avenue. The applicant's plan proposes two single-family homes on <br />the northerly portion that is currently zoned R-4, and a l2-unit structure on the <br />southerly portion, zoned R-6. The applicant, therefore, has submitted a request <br />for a special use permit for planned unit development, which would allow for the <br />spreading of the density, and would change the plan from the original 18 units <br />to be constructed on the site, to a total of 14. The lots are platted so that <br />each lot has frontage on the proposed cul-de-sac. <br /> <br />Discussion <br /> <br />Mr. Johnson re~uested additional information concerning soil pro~lems with the <br />lone cul-de-sac. Mr. Drown indicated the area proposed for the cul-de-sac was <br />the fill area, and that the fill had not been compacted. In order to construct <br />the cul-de-sac with its necessary utilities, the filled area would have to be <br />excavated and replaced with different soil. This was judged to be prohibitively <br />expensive. Mr. Rukavina asked if the landscaping plan had been approved by the <br />City staff. Mr. Dahlgren indicated it had been.
