Mr. Drown indicated <br />the feasibility study was to be done which should address the question of water <br />supply. Concerning his desire to somehow improve the emergency access, Mr. <br />Rukavina indicated the ideal solution might be to provide sprinklers to the <br />building. Mr. Bob Pope, the architect on the project, discussed several options <br />with the Commission concerning the emergency access. No particular solution to <br />the problem was agreed on, however. Mr. Johnson asked about the disposition of <br />the lone cul-de-sac. Mr. Dahlgren indicated the applicant was requesting the <br />vacation of the circle portion of the cul-de-sac, and that it would be up to the <br />property owners on either side of the stub street to petition for vacation of <br />the remainder of the street. <br /> <br />Recommendation <br /> <br />Mr. Matson moved and Mr. Rukavina seconded, that the Commission recommend <br />approval of the William Steinworth request for preliminary plat, special <br />use permit, and vacation of right-of-way at 1717 Dellwood, with a note to <br />the Council to discuss the emergency access situation at their hearing. <br />Roll Call, Ayes: Rukavina, Dressler, Moeller, Matson, and Johnson. Nays: <br />None. Note: ~~. Matson elaborated on his motion, indicatinQ two possible <br />considerations with regard to emergency access would be to VOSL ~;.c Jr~ve <br />with no parking signs and to widen the parking lot itself to permit greater <br />access to the building. <br /> <br />Planning File 1359 - Rezoning from R-l, I_I, and 1-2 to B-4 in the area <br />generally west of Highway 35W and north of Highway 36. <br /> <br />Presentation <br /> <br />Mr. Dahlgren went into considerable detail concerning the overall proposal for <br />the area in question. He reviewed each of the properties and explained the <br />potential for each. Further, he reviewed the newly adopted zoning ordinance. <br />He explained the proposed plans for the area, including the possibility of tax <br />increment financing to construct such projects as sewer, water, extended streets, <br />and a bridge over 35W. Detailed discussions of these matters are contained in <br />various documents written by Mr. Dahlgren and the City staff. <br /> <br />Discussion, <br /> <br />Mr. Matson asked why the property northwest of Fulham was not included in the <br />rezoning. Mr. Dahlgren indicated that since the comprehensive plan did not <br />show this property as business property, but rather as industrial property, <br />it would require a great deal more effort to have this rezoned. He indicated <br />that should someone desire to build on this property in the future, a request <br />from them for rezoning could be handled in a much more expeditious manner. <br />Mr. Donald Sime, owner of a parcel of property to the east of 35W, indicated <br />he had purchased the property with the intention of building an animal hospital <br />on the site. He indicated he objected to the rezoning since it did not include <br />
