Wednesday, May 5, 1982
Planning Commission Minutes
-2-

Mr. Matson asked if the tower would interfere with other existing tower radio
transmissions in the area. Mr. Pinebrook indicated it would not.

Mr. Rukavina indicated Mr. Dahlgren had suggested the tower could perhaps be painted
white, and asked the applicant if they would be willing to have the tower white.
Mr. Kroiss stated they were not proposing to do so. Mr. Rukavina asked if painting
the tower white were placed as a condition on the approval, what would be the
response of the applicant. Mr. Kroiss stated that if the cost were not prohibitive,
they would be willing to do it. Mr. Pinebrook commented when a tower of this
height is painted white, it requires strobe lights, which would cost approximately
$50,000. Mr. Kroiss stated they would not be able to make that additional expenditure.
Mr. Rukavina commented that if strobe lights are not installed, the tower must be
painted in white and orange bands.

Mr. V. Johnson asked if Mr. Dahlgren was aware of the experience of other
communities where towers have been constructed. Mr. Dahlgren cited examples
of other towers in the metropolitan area, but stated he was not very familiar
with the experiences of various communities in the country with a similar type
of tower.

Mrs. Dressler expressed concern about the tower being so close to the existing NSP
towers on County Road C. She remarked that the construction of this tower would be
adding insult to injury.

Mr. Rukavina stated he lives very close to the KTCA tower located on the University
of Minnesota golf course, and finds no problem with the tower.

Mrs. Cushing commented she had originally been somewhat biased against this proposal,
but after looking at other towers in the area, had decided that it would not be a
problem.

Recommendation

Mr. Mastel moved and Mr. Matson seconded that the Commission recommend approval
of Jim Kroiss request for special use permit at 1726 County Road C. Roll Call,
Ayes: Matson, Moeller, Rukavina, Mastel, and Cushing. Nays: Dressler.

Adjournment

Mr. Mastel moved and Mr. Rukavina seconded that the meeting be adjourned at 8:30
p.m. Roll Call, Ayes: Matson, Moeller, Rukavina, Dressler, Mastel, and Cushing.
Nays: None.
