<br />ROSEVILLE PLANNING COMMISSION MINUTES <br /> <br />Wednesday, July 7, 1982 <br /> <br />The July 7, 1982 regular meeting of the Roseville Planning Commission was <br />called to order by Chairman Johnson at 7:30 p.m. <br /> <br />Members present: Rukavina, Dressler, Matson, Moeller, and Johnson. <br /> <br />Members absent: Mastel and Cushing. <br /> <br />Staff present: Council liaison Al Kehr, Howard Dahlgren, David Drown, and <br />Steve North. <br /> <br />Approval of Minutes <br /> <br />Mr. Rukavina Moved and Mr. Matson Seconded that the minutes of the regular <br />meeting of June 2, 1982, be approved. Roll Call, Ayes: Rukavina, Dressler, <br />Matson, Moeller, and Johnson. Nays: None. <br /> <br />Planning File 1373 - First Bank System request for special use permit at <br />2325 Fairview. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated First Bank System proposes to locate a Fast Bank <br />service outlet in the parking lot of the Fairdale Shopping Center. The <br />free-standing Fast Bank structure is approximately 8' x 16', normally <br />occupying two or three parking spaces. The shopping center has sufficient <br />parking to permit this additional use. <br /> <br />Mr. Bob Ferris, Assistant Vice President First Bank Systems, indicated <br />there have been automated Fast Bank units since 1974. Prior to two months <br />ago, these were located in retail establishments, or as a part of the bank <br />facility. The bank is now beginning to construct free-standing buildings <br />throughout the metropolitan area. <br /> <br />Mr. Ferris indicated they are projecting 25-30 transactions per hour at <br />the Fast Bank. Approximately two parking spaces would be required to <br />serve the facility. <br /> <br />Discussion <br /> <br />Mr. Matson questioned whether the two parking spaces would be sufficient <br />to serve the needs of the facility. Mr. Ferris responded that based on <br />their experience, they felt the two spaces would meet the parking needs. <br /> <br />Mr. Ferris stated for each Fast Bank facility there are fixed costs of <br />approximately $100,000, and $3,000 per month operating costs. He said <br />the facilities have numerous security measures, including needing a card <br />to get in the door as well as to transact business and a phone on the <br />
