He also indicated the maximum cash <br />withdrawal for any customer is $200 per day per account. <br /> <br />Mr. Dahlgren commented that a portion of the building is proposed to have <br />cedar siding, and he suggested it may be more appropriate for that to be a <br />brick similar to the Fairdale Shopping Center. Mr. Jim Grover, architect <br />representing the applicant, indicated they had used a brick veneer on one <br />of their other facilities, and would have no problems changing the cedar to <br />brick. <br /> <br />Recommendation <br /> <br />Mr. Rukavina Moved and Mr. Matson Seconded that the Commission recommend <br />approval of First Bank System's request for special use permit at 2325 <br />Fairview, with the following conditions: <br /> <br />1) That the proposed exterior use of cedar be replaced with brick similar <br />in color to the brick used for the Fairdale Shopping Center. <br /> <br />2) That the development be constructed in accordance with the plan dated <br />June 1, 1982. <br /> <br />Roll Call, Ayes: Rukavina, Dressler, Matson, Moeller, and Johnson. Nays: <br />None. <br /> <br />Planning File 1374 - First Bank System request for variance at 1691 Lexington. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated First Bank System proposes to place one of their <br />Fast Bank centers in the parking lot area at the east end of the Roseville <br />Shopping Center. Mr. Dahlgren indicated the facility would be the same as <br />the one proposed in the previous application for the Fairdale Shopping Center. <br /> <br />The major concern with the application is the need for the dedication of <br />16 1/2' of right-of-way for Lexington Avenue. Mr. Margolis, shopping <br />center owner, has indicated he does not want to dedicate the right-of-way. <br />Mr. Dahlgren indicated that although the right-of-way is not needed for <br />street at the present time, there is an immediate need for the construction <br />of a bike path which will run on Lexington Avenue from Larpenteur to County <br />Road D. In response to a question, Mr. Drown indicated the minimum necessary <br />for construction of a bike path would be a 10' dedication. Mr. Dahlgren <br />indicated if 16 1/2' were dedicated, 11 parking spaces along Lexington Avenue <br />would be eliminated. If the 10' were dedicated, he thought parallel parking <br />could still be accommodated, and there would be a loss of five or six parking <br />spaces. He indicated the shopping center has 370 parking spaces available, <br />and that 295 spaces are required. Mr. Margolis indicated he didn't feel the <br />IO' dedication to allow bikes to corne into a very congested area was a very <br />good idea. He felt he could possibly dedicate 6'. He indicated the tenants <br />of the shopping center favor the installation of the Fast Bank facility. <br />
