<br />ROSEVILLE PLANNING COMMISSION MINUTES <br /> <br />Wednesday, August 4, 1982 <br /> <br />The August 4, 1982, regular meeting of the Roseville Planning Commission was <br />called to order by Chairman George Johnson at 7:30 p.m. <br /> <br />Members present: Cushing, Dressler, Mastel, Matson, Moeller, Rukavina, and <br />Johnson. <br /> <br />Members absent: None. <br /> <br />Others present: Council liaison Al Kehr, Howard Dahlgren of Howard Dahlgren <br />Associates, and Dave Drown, staff. <br /> <br />Approval of Minutes <br /> <br />Rukavina Moved and Moeller Seconded, that the minutes of the meeting of July 7, <br />1982, be approved. Roll Call, Ayes: Dressler, Moeller, Matson, Rukavina, and <br />Johnson. Nays: None. Abstain: Cushing and Mastel, because they were absent. <br /> <br />Planning File 1381 - Robert Michels request for special use permit at 1292 <br />Ruggles. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to convert a single room of their <br />house at 1292 Ruggles for use as a single-operator beauty shop. He indicated <br />that, over a year ago, the City had amended the list of special uses in an R-l <br />single-family district to include a single-operator beauty shop. The shop, as <br />proposed, would be located at the rear of the house, behind the existing double <br />garage. He explained the applicant proposes to construct a sidewalk around the <br />west side of the house to provide a separate entrance to the planned facility. <br />He further noted that the applicant, Robert Michels, plans to be married in <br />November of this year to Mary McMahon, and it is she who will be operating the <br />beauty shop. <br /> <br />Discussion <br /> <br />Robert Michels, the applicant, indicated he had discussed his plans for the <br />beauty shop with his surrounding neighbors; and to his knowledge, no one <br />was objecting to the planned use. He indicated, to his knowledge, the planned <br />beauty shop would meet all State requirements and standards. He noted they <br />expected the beauty shop to serve from four to six people per day. He indicated <br />a beauty shop in their home would enable his future wife to continue her work <br />as a beauty operator, and remain at home with the family and future children. <br />Mr. Johnson inquired if the City had received any complaints from residential <br />areas of the City in which beauty shops had been previously approved. Mr. <br />Dahlgren and Mr. Drown indicated they had no knowledge of any problems or <br />complaints. <br />
