<br />Planning Commission Minutes <br />Wednesday, August 4, 1982 <br />-2- <br /> <br />Recommendation <br /> <br />Mr. Moeller Moved and Mr. Rukavina Seconded that the Robert Michels' request <br />for a special use permit to operate a single-operator beauty shop in their <br />home at 1292 Ruggles be recommended for approval by the City Council. Roll <br />Call, Ayes: Cushing, Dressler, Mastel, Matson, Moeller, Rukavina, and Johnson. <br />Nays: None. <br /> <br />Planning File 1383 - Donald Sime request for rezoning from B-4 to B-3, special <br />use permit, and variance at 2581 Cleveland. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant, Dr. Sime, proposes to construct a 4,000 <br />sq. ft. building for use as an animal hospital on this site. He indicated the <br />property is currently zoned B-4, and the applicant proposes to rezone the land <br />to B-3, a zoning category which allows an animal hospital as a special use. <br />Mr. Dahlgren noted that while the proposed development is somewhat undersized <br />for the size of the parcel, development has been moved to the extreme south <br />portion of the parcel, leaving some 52 ft. of land for further expansion on <br />the north. <br /> <br />Mr. Dahlgren noted the applicant had requested a variance to the sidewalk <br />requirement, as the ditch section which exists along Cleveland Avenue is <br />not conducive to sidewalk construction. <br /> <br />Discussion <br /> <br />Mr. John Daubney, attorney for Dr. Sime, indicated Dr. Sime had acquired the <br />parcel some years ago for the purpose of ultimately converting the land for <br />use as an animal hospital. He noted that Dr. Sime currently operates an <br />animal hospital facility on County Road C, east of Cleveland, and that he <br />reportedly has a good reputation in the area. <br /> <br />Aldon Morrison, architect, reviewed the specifics of the plan, noting that <br />it was to be a one-story, wood frame construction. He pointed out that the <br />aisle width at one location in the parking lot was reduced from the normal <br />24' width to preserve an existing elm tree located in this area. He noted <br />it was undesirable to move the development to the north to increase this <br />aisle width, as this would result in less land being available for future <br />expansion. Mrs. Dressler inquired as to the nature of the sign that would <br />be installed on the site. Mr. Morrison stated they would use the same sign <br />that exists on their County Road C establishment. It would be a 4' x 8' sign, <br />mounted on a 10' post. Mr. Matson expressed some concern that the aisle <br />restriction proposed to save the elm tree would pose an interference to Fire <br />Department access. Mr. Rukavina stated he felt it would not be a significant <br />fire problem. Mr. Rukavina inquired as to the plans for the existing house on <br />this site. Mr. Daubney indicated the existing house was in rather poor repair, <br />and would be too expensive to move. Mr. Rukavina inquired as to the appropriateness <br />of building a sidewalk at this location, given the unlikelihood that additional <br />
