<br />Planning Commission Minutes <br />September 1, 1982 <br />-6- <br /> <br />nine new efficiency units. This proposal is similar to other recent conversions <br />approved in the City within the past two years. The applicant also proposes to <br />construct 29 additional parking spaces. <br /> <br />Mr. Herschel Kaplan, representing Rose Vista Properties, indicated they feel <br />there is a need for rental housing. He stated because their apartments are <br />older, their rents are very competitive. Mr. Kaplan indicated they are <br />utilizing space that was not previously used. He said the storage space <br />available to the tenants will remain about the same as it was before the change. <br /> <br />Recommendation <br /> <br />Rukavina Moved, Matson Seconded, that the Commission recommend approval of <br />Rose Vista Properties' request for variance to parking requirements, floor <br />area ratio, and prohibition of efficiency apartments at 1222-1238 Rose Vista <br />Court. Roll Call, Ayes: Moeller, Dressler, Mastel, Matson, Rukavina, Cushing, <br />and Johnson. Nays: None. <br /> <br />Planning File 1392 - Guy Franck request to amend zoning ordinance by adding pet <br />shops as a permitted use in the B-2 zoning district. <br /> <br />Presentation <br /> <br />Mr. North indicated Mr. Franck has requested his application to amend the zoning <br />ordinance be withdrawn. <br /> <br />Recommendation <br /> <br />Rukavina Moved, ~1atson Seconded, that the Commission recommend approval of Guy <br />Franck's request to withdraw his application to amend zoning ordinance by adding <br />pet shops as a permitted use in the B-2 zoning district. Roll Call, Ayes: Moeller, <br />Dressler, Mastel, Matson, Rukavina, Cushing, and Johnson. Nays: None. <br /> <br />Tax Increment Financing Plan <br /> <br />Mr. Dahlgren presented an overview of the status of the tax increment financing <br />plan. He indicated the residential area north of County Road B-2 and east of <br />Fairview Avenue is being considered for inclusion in the tax increment district. <br />If this is to occur, the Comprehensive Plan must be changed from showing this area <br />as residential, to commercial. He recommended that the Commission refer this <br />proposed amendment to the Metropolitan Council for their review and comment, and <br />also that the Commission recommend to the City Council that a public hearing be <br />established for October 6th Planning Commission meeting to consider this amendment. <br /> <br />Recommendation <br /> <br />Rukavina Moved, Mastel Seconded, that the Commission recommend to the City Council <br />that a public hearing be established for the October 6th Planning Commission meeting <br />to consider amending the Comprehensive Plan by changing the area north of County Road <br />B-2 and east of Fairview, from residential to business. Roll Call, Ayes: Moeller, <br />Dressler, Mastel, Matson, Rukavina, Cushing, and Johnson. Nays: None. <br />
