<br />Planning Commission Minutes <br />June 1, 1983 <br />-4- <br /> <br />Mr. Dahlgren explained that when analyzing the ability of a house to accommodate <br />an accessory apartment, the key element is the availability of adequate parking. <br />Overflow, on-street parking is a major objection to changes in single-family <br />home occupancy. Mr. Dahlgren suggested that two off-street, non-front yard <br />parking spaces be required for an accessory apartment. Using this parking <br />standard, it would be possible to estimate the number of houses in Roseville <br />capable of adding accessory apartments. <br /> <br />Dressler asked how a change in the City's housing policy would be enacted. <br /> <br />Mr. Dahlgren indicated there would be public hearings before both the Planning <br />Commission and the City Council. <br /> <br />Dressler suggested that homeowners will not object to the general concept of <br />housing alternatives, but may not want changes implemented near their property. <br /> <br />Berry indicated she sees the housing alternatives issue as important to the <br />provision of housing to all people, regardless of income level. <br /> <br />Johnson stated that if Roseville hopes to attract new business and industry, <br />the City needs to move ahead on housing issues to assure sufficient housing <br />availability. <br /> <br />Wiski stated that with the dramatic demographic changes we are experiencing, <br />the provision of housing alternatives is a challenge the City must address, <br />even though it will be a controversial issue. <br /> <br />Rukavina indicated that developers will not be building new apartment units <br />to serve the current bulge of people needing housing. Also, senior citizens, <br />"empty nesters", need alternatives to remaining alone in a house that is too <br />large for them. Rukavina also expressed concern regarding the safety aspect <br />of single-family occupancy alternatives. Remodeling for boarders, or for <br />accessory apartments, must be regulated to assure safety standards are met. <br />Rukavina also indicated that it will be important to address the parking <br />element of the housing alternatives issue. <br /> <br />Recommendation <br /> <br />Johnson Moved and wiski Seconded that the Planning Commission request City <br />staff to provide additional information on housing alternatives in the R-l <br />zone, and that the Commission undertake a study of housing alternatives in <br />the R-l zone and develop a report to be submitted to the Council. <br /> <br />Roll Call, Ayes: Dressler, Berry, Johnson, Moeller, Wiski, and Rukavina. <br />Nays: None. <br /> <br />Adj ournment <br /> <br />Dressler Moved and Moeller Seconded that the meeting be adjourned at 9 :00 p.m. <br /> <br />Roll Call, Ayes: Dressler, Berry, Johnson, Moeller, Wiski, and Rukavina. <br /> <br />Nays: None. <br />
