He indicated a solution to the conflict could <br />be worked out through neighborhood input to the Parks and Recreation Board. <br /> <br />Rukavina suggested that presbyterian Homes should demonstrate their ability <br />to receive a certificate of need to proceed with the project before the <br />rezoning so the City does not rezone the property, then find that the <br />project cannot proceed. The City will be left with a large piece of R-3 land, <br />which would probably end up with multi-family use. <br /> <br />RECOMMENDATION <br /> <br />Matson Moved and Dressler Seconded that the Planning Commission continue the <br />hearing on Presbyterian Homes' proposal to the October 5, 1983 meeting of the <br />Planning Commission, to allow a compromise solution to be worked out between <br />the City, the neighbors, and Presbyterian Homes. Roll Call, Ayes: Moeller, <br />Matson, Wiski, Berry, Dressler, Johnson, and Rukavina. Nays: None. <br /> <br />PLANNING FILE 1436 - Housing alternatives in the R-l zoning district. <br /> <br />PRESENTATION <br /> <br />Mr. Dahlgren indicated that, since the last Commission meeting, staff has <br />attempted to get a better look at the specific housing conditions in Roseville <br />as related to distribution of housing types and demand for accessory units. <br />The research thus far indicates there may not be a significant level of demand <br />for accessory apartments in Roseville. It is suggested, however, there are a <br />number of instances where a number of persons are living in single-family <br />homes with different surnames and, in some cases, separate phones. Roseville's <br />zoning code allows four unrelated persons to occupy a single-family home. <br /> <br />Mr. Dahlgren suggested that at the next meeting, the Commission review the <br />physical accessory apartment development criteria and how it would apply <br />to specific home types in the City. For instance, if two parking spaces <br />are required per unit, the number and type of eligible units would be <br />significantly reduced. <br />
