<br />Planning Commission Meeting Minutes <br />September 7, 1983 <br />-4- <br /> <br />DISCUSSION <br /> <br />Rukavina inquired as to whether Arden Hills citizens have access to the <br />walkways on the current Presbyterian Homes site. <br /> <br />Reverend Hagstrom responded that the residents have free access to the <br />walkways and may park in the Presbyterian Homes' parking lot to make use <br />of the walkways. <br /> <br />Dressler asked what Presbyterian Homes' objection is to Roseville purchasing <br />the land. <br /> <br />Reverend Hagstrom responded that they want to assure outdoor amenities for <br />their residents, and they want to control the area to assure a safe, <br />compatible environment. <br /> <br />Matson suggested that active and passive uses in the park are compatible with <br />each other and with an elderly housing project. <br /> <br />Matson expressed concern that if Presbyterian Homes controlled the southerly <br />portion of the property, they could place undue restrictions on the public's <br />use of the area. <br /> <br />Matson also indicated it may be premature to act on the request before all <br />alternatives have been discussed and an attempt has been made to work out <br />a compromise concerning the ownership and use of the land. <br /> <br />Rukavina indicated the proper time to negotiate the use of the park area is <br />before taking action on the rezoning. Rukavina inquired as to whether <br />Presbyterian Homes would have an objection to proposing legal restrictions <br />which would retain the southerly area as a park in perpetuity. <br /> <br />Presbyterian Homes' attorney indicated they could enter into a legal restriction <br />which would meet the needs of both parties. <br /> <br />Howard Dahlgren indicated there is no need to move the southern boundary of the <br />R-3 rezoning to the south of the tennis courts to support the elderly care/housing <br />project. <br /> <br />Berry expressed concern regarding the adequacy of parking for employees and <br />visitors. <br /> <br />Reverend Hagstrom indicated their current facility has a lower parking ratio <br />than the proposed facility, and has no parking problems. <br />
