Planning Commission Meeting Minutes September 7, 1983 -4- DISCUSSION Rukavina inquired as to whether Arden Hills citizens have access to the walkways on the current Presbyterian Homes site. Reverend Hagstrom responded that the residents have free access to the walkways and may park in the Presbyterian Homes' parking lot to make use of the walkways. Dressler asked what Presbyterian Homes' objection is to Roseville purchasing the land. Reverend Hagstrom responded that they want to assure outdoor amenities for their residents, and they want to control the area to assure a safe, compatible environment. Matson suggested that active and passive uses in the park are compatible with each other and with an elderly housing project. Matson expressed concern that if Presbyterian Homes controlled the southerly portion of the property, they could place undue restrictions on the public's use of the area. Matson also indicated it may be premature to act on the request before all alternatives have been discussed and an attempt has been made to work out a compromise concerning the ownership and use of the land. Rukavina indicated the proper time to negotiate the use of the park area is before taking action on the rezoning. Rukavina inquired as to whether Presbyterian Homes would have an objection to proposing legal restrictions which would retain the southerly area as a park in perpetuity. Presbyterian Homes' attorney indicated they could enter into a legal restriction which would meet the needs of both parties. Howard Dahlgren indicated there is no need to move the southern boundary of the R-3 rezoning to the south of the tennis courts to support the elderly care/housing project. Berry expressed concern regarding the adequacy of parking for employees and visitors. Reverend Hagstrom indicated their current facility has a lower parking ratio than the proposed facility, and has no parking problems.
