<br />ROSEVILLE PLANNING COMMISSION MEETING <br /> <br />WEDNESDAY, OCTOBER 5, 1983 <br /> <br />The October 5, 1983 meeting of the Roseville Planning Commission was called <br />to order by Chairman Rukavina at 7:30 p.m. <br /> <br />Members Present: Wiski, Johnson, Matson, Moeller, Berry, Dressler, and <br />Rukavina. <br /> <br />Members Absent: None. <br /> <br />Staff Present: Council liaison Al Kehr, Howard Dahlgren, David Drown, and <br /> <br />Ron Moorse. <br /> <br />Approval of Minutes <br /> <br />Matson Moved and Moeller Seconded that the minutes of the regular meeting of <br />September 7, 1983, be approved. Roll Call, Ayes: Wiski, Johnson, Matson, <br />Moeller, Berry, Dressler, and Rukavina. Nays: None. <br /> <br />Planning File 1446 - Presbyterian Homes, Inc. request for rezoning and <br />special use permit at 1910 County Road D. <br /> <br />Presentation <br /> <br />Howard Dahlgren summarized Presbyterian Homes' application and requested uses. <br />He indicated there have been meetings between City staff, Presbyterian Homes, <br />and the neighbors to work out a compromise. Mr. Dahlgren displayed two <br />alternative plans for a public park on the southern portion of the site. <br />A 7.76 acre site would allow 2 ballfields and one soccer field. This <br />alternative would require the City to purchase 1.28 acres, in addition to <br />the 7.76 acres, to build a parking lot for access from the west. A 6.47 <br />acre site would require the loss of nine mature oak trees to accommodate the <br />ballfields. <br /> <br />Mr. Dahlgren also indicated the City received a proposal from Presbyterian <br />Homes on Wednesday, October 5, offering to dedicate 6 acres of land to the <br />City on the condition the City provide IRE's for the conversion of the <br />school site and approve an R-3 rezoning to a line south of the tennis <br />courts. The City would have to acquire land to the west in addition to <br />the six acres to allow the City's desired uses. The City would also need <br />time to determine whether its grant to purchase park land could be applied <br />to land to the west. <br />
