ROSEVILLE PLANNING COMMISSION MEETING WEDNESDAY, OCTOBER 5, 1983 The October 5, 1983 meeting of the Roseville Planning Commission was called to order by Chairman Rukavina at 7:30 p.m. Members Present: Wiski, Johnson, Matson, Moeller, Berry, Dressler, and Rukavina. Members Absent: None. Staff Present: Council liaison Al Kehr, Howard Dahlgren, David Drown, and Ron Moorse. Approval of Minutes Matson Moved and Moeller Seconded that the minutes of the regular meeting of September 7, 1983, be approved. Roll Call, Ayes: Wiski, Johnson, Matson, Moeller, Berry, Dressler, and Rukavina. Nays: None. Planning File 1446 - Presbyterian Homes, Inc. request for rezoning and special use permit at 1910 County Road D. Presentation Howard Dahlgren summarized Presbyterian Homes' application and requested uses. He indicated there have been meetings between City staff, Presbyterian Homes, and the neighbors to work out a compromise. Mr. Dahlgren displayed two alternative plans for a public park on the southern portion of the site. A 7.76 acre site would allow 2 ballfields and one soccer field. This alternative would require the City to purchase 1.28 acres, in addition to the 7.76 acres, to build a parking lot for access from the west. A 6.47 acre site would require the loss of nine mature oak trees to accommodate the ballfields. Mr. Dahlgren also indicated the City received a proposal from Presbyterian Homes on Wednesday, October 5, offering to dedicate 6 acres of land to the City on the condition the City provide IRE's for the conversion of the school site and approve an R-3 rezoning to a line south of the tennis courts. The City would have to acquire land to the west in addition to the six acres to allow the City's desired uses. The City would also need time to determine whether its grant to purchase park land could be applied to land to the west.
