<br />Planning Commission Minutes <br />October 5, 1983 <br />-2- <br /> <br />Mr. Lynden, attorney for Presbyterian Homes, indicated the negotiation <br />sessions have narrowed the issues: <br /> <br />The City initially wanted 11.59 acres, and Presbyterian Homes wanted to <br />sell zero acres. The City then indicated it could provide its desired <br />uses on 7.7 acres. Presbyterian Homes indicated it would sell 5.5 acres. <br />Presbyterian Homes determined it could not provide a campus-type environment <br />if they were to sell 7.7 acres to the City. The executive committee <br />recently directed Dr. Hagstrom and Mr. Lynden to propose the dedication <br />of 6 acres to the City. <br /> <br />Presbyterian Homes' architect displayed drawings of the initial passive <br />park proposal and the revised park proposal based on a six-acre dedication. <br /> <br />Mr. Dahlgren asked why Presbyterian Homes needs to rezone part of the <br />proposed passive park to R-3. <br /> <br />Mr. Lynden indicated Presbyterian Homes does not need to rezone the passive <br />park area to R-3. The rezoning line could be north of the tennis courts. <br />Mr. Lynden suggested it may be possible for Presbyterian Homes to obtain a <br />special use permit for its proposed use with an R-l zoning. He suggested <br />the City check with its attorney on the matter. <br /> <br />Discussion <br /> <br />Matson indicated he supports Presbyterian Homes' proposal for conversion <br />of the school building. He questioned the absolute need to provide such <br />a large passive park area for the elderly care facility. He felt the <br />public open space facilities adjacent to the school would be suitable for <br />use by the elderly. Matson indicated that prior to the recent proposal <br />of a six-acre dedication, he was in favor of the 7.76 acre alternative. <br />He needs more time to examine the recent proposal before making a <br />recommendation on it. <br /> <br />Wiski suggested there are four pieces to Presbyterian Homes' proposal: <br /> <br />1. Reuse of the school building for 170 units of housing. <br /> <br />2. Future nursing units. <br /> <br />3. Provision of a passive park. <br /> <br />4. Provision of parking in two areas - north of the school, and west <br />of the school. <br />
