<br />ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, NOVEMBER 2, 1983 <br /> <br />The November 2, 1983 meeting of the Roseville Planning commission was called <br />to order by Chairman Rukavina at 7:30 p.m. <br /> <br />Members Present: Berry, Moeller, Wiski, Dressler, Johnson, Matson, and <br />Rukavina. <br /> <br />Members Absent: None. <br /> <br />Staff Present: Council liaison Al Kehr, Paul Blais, Planning Consultant, <br />David Drown, and Ron Moorse. <br /> <br />Approval of Minutes <br /> <br />Matson Moved and Moeller Seconded that the minutes of the regular meeting <br />of October 5, 1983, be approved. Roll Call, Ayes: Berry, Moeller, Wiski, <br />Dressler, Johnson, Matson, and Rukavina. Nays: None. <br /> <br />Planning File 1446 - Presbyterian Homes, Inc. request for rezoning and special <br />use permit at 1910 County Road D. <br /> <br />Presentation <br /> <br />Paul Blais, of Howard Dahlgren Associates, summarized the background of Langton <br />Lake as a part of Roseville's park system. He also reviewed the alternative <br />methods of providing both park land and the Presbyterian Homes uses, which were <br />discussed at the previous meeting. Mr. Blais indicated Presbyterian Homes has <br />proposed to dedicate the southerly six acres of the Johanna Middle School <br />property to the city for public park purposes. In order for the City to provide <br />the active uses it has planned for the area, the City would need to acquire an <br />additional four acres to the west of the school property. The current owners <br />of this property do not wish to sell their land to the City. They are also <br />in opposition to the City constructing a roadway from Cleveland Avenue to the <br />park area. Because of this opposition, it could be very costly for the City <br />to obtain the land for the park and the road. <br /> <br />Mr. Blais also indicated that because of the opposition to and potential high <br />cost of the access from the west, the most realistic access alternative may be access <br />from what would be the southerly portion of the Presbyterian Homes' property. <br /> <br />Mr. Blais indicated Presbyterian Homes has provided very little detail regarding <br />the future nursing wing. He suggested the Commission may want to delay action <br />on the special use permit for the future wing until such time as more concrete <br />plans are provided. <br />
