<br />Planning Commission Minutes <br />-6- <br /> <br />Mr. Carlsen responded that he is aware of the planned medium-density <br />development, but still wishes to proceed with the relocation. Mr. Carlsen <br />indicated that the Comprehensive Plan has shown medium-density in the area <br />for many years, but nothing has been developed. He suggested it could be <br />many more years before the development occurs. <br /> <br />Recommendation <br /> <br />Matson Moved and Dressler Seconded that the Planning Commission recommend <br />approval of Chris Carlsen's request for relocation of dwelling and variance <br />to allow the driveway to be contiguous to the southerly property line at <br />2975 Cleveland, with the following conditions: <br /> <br />1) That 10 feet of additional right-of-way be dedicated on Cleveland Avenue. <br /> <br />2) That the relocation be accomplished according to the plan dated 10/31/82. <br /> <br />Planning File 1457 - Review of the 1984-1988 Capital Improvement Program. <br /> <br />Recommendation <br /> <br />Matson Moved and Moeller Seconded that the Planning Commission continue action <br />on the 1984-1988 Capital Improvement Program to the January 4, 1983 Commission <br />meeting. Roll Call, Ayes: Dressler, Berry, Matson, Moeller, and Rukavina. <br />Nays: None. <br /> <br />Planning File 1436 - Study of Housing Alternatives in the R-l Zoning District. <br /> <br />Presentation <br /> <br />Mr. Dahlgren presented a set of slides showing the typical type of home in <br />Roseville and various types of homes which are suitable for the addition <br />of accessory apartments. He indicated approximately 95% of the homes in <br />Roseville are ramblers with attached garages. These homes do not allow <br />the addition of additional off-street parking for an accessory apartment, <br />unless they are on a corner lot. <br /> <br />Mr. Dahlgren indicated the City's existing R-2 zone provides a route for the <br />creation of 2-family units. He has also developed a procedure, similar to <br />the City's minor variance procedure, which could provide a less bureaucratic <br />process for the consideration of accessory housing requests. <br /> <br />Discussion <br /> <br />Moeller indicated he feels the R-2 zoning already provides an adequate process. <br /> <br />Rukavina indicated he would like to pursue the minor variance procedure. <br /> <br />Matson suggested the issues could be too complicated for an administrative <br />board to handle. <br /> <br />Mr. Dahlgren suggested he could write a report on the merits of the R-2 zoning <br />
