<br />Planning Commission Minutes <br />January 4, 1984 <br />-3- <br /> <br />PLANNING FILE 1481 - The Housing Alliance request for amendment to the <br />Comprehensive Plan at 500 County Road B. <br /> <br />PRESENTATION <br /> <br />Mr. Dahlgren indicated the applicant has proposed a six-story senior citizen <br />housing development. An amendment to the Comprehensive Plan, designating <br />the area for high density residential development, is needed for the proposed <br />development. <br /> <br />Arvid Ellness, a representative of the Housing Alliance, explained the <br />housing project. Mr. Ellness indicated the building must be placed in <br />the southeast corner of the property because of bad soil on the rest of <br />the property. He also indicated a minimum number of units is needed to <br />keep the units affordable and to provide elderly care services through <br />Lyngblomsten. <br /> <br />DISCUSSION <br /> <br />Matson asked the applicant whether the proposed amount of parking would be <br />adequate. Mr. Ellness indicated the parking was based on the experiences <br />of comparable projects. <br /> <br />Matson indicated he felt the six-story building would have too dramatic <br />an impact on the neighborhood. <br /> <br />Moeller indicated the scale of the project on the parcel is causing the <br />problem. The lack of buildable land on the parcel and the density proposed <br />have forced the building to be too high. <br /> <br />Rukavina indicated the problem is a collision between economics and the <br />ability of the land to support the development. <br /> <br />RECOMMENDATION <br /> <br />Dressler moved and Matson seconded that the Planning Commission recommend <br />denial of The Housing Alliance's request for amendment to the Comprehensive <br />Plan at 500 County Road B. Roll Call, Ayes: Berry, Dressler, Matson, <br />Moeller, and Rukavina. Nays: Johnson. <br /> <br />PLANNING FILE 1457 - Review of the 1984-1988 Capital Improvement Program. <br /> <br />DISCUSSION <br /> <br />Matson suggested that the Commission invite the City Manager to a future meeting <br />to present a detailed explanation of the program. <br />
