<br />Planning Commission Minutes <br />January 4, 1984 <br />-2- <br /> <br />Ralph Keyes of 1631 Brooks challenged the Commission's jurisdiction to make <br />a decision based on the lack of a showing of the need for the rezoning, and <br />on the fact that the rezoning is a spot zoning. <br /> <br />Mr. Dahlgren explained the rezoning is not a spot zoning; it lS an extension <br />of an existing zone. <br /> <br />Rukavina indicated HVAC equipment screening and noise control needed to be <br />addressed. <br /> <br />Matson indicated he felt the developer has tried to protect the neighborhood <br />from adverse affects as much as possible. He also indicated this area is <br />going to have commercial development at some point. <br /> <br />Dressler expressed concern at the lack of final details regarding the brick <br />to be used and the screening of equipment on the roof. <br /> <br />Berry indicated she was pleased with the parking ramp concept. <br /> <br />Rukavina expressed two concerns: 1) The City Council should direct the <br />developer to work with Williams Pipeline Company regarding landscaping <br />above the pipeline. 2) The Council should consider having the developer <br />partially fund a future traffic signal and opticom unit at the main entrance <br />to the development. <br /> <br />Recommendation <br /> <br />Matson moved and Berry seconded that the Planning Commission recommend <br />approval of American Redevelopers, Inc. request for: <br /> <br />1) Rezoning of the westerly 65 feet of the easterly 165 feet of the <br />property at 1665 County Road B-2 from R-l (single-family) to s.C. <br />(shopping center). <br /> <br />2) Variance to setback on the easterly zoning line from 100 feet to 0 feet. <br /> <br />3) Approval of plans dated 1/4/84. <br /> <br />With the condition that final plans for landscaping be reviewed by City <br />staff, the neighbors, and the developer; and final plans for screening, <br />drainage, utilities, and street access be reviewed by City staff. <br /> <br />Roll Call, Ayes: Johnson, Berry, Dressler, Matson, Moeller, and Rukavina. <br />Nays: None. <br />
