<br />Planning Commission Minutes <br />February I, 1984 <br />-4- <br /> <br />Mr. Dahlgren indicated if the land was zoned to R-6, more units would be <br />permitted. He stated the City had more control by rezoning to R-2, using <br />a planned unit development. <br /> <br />Pat Johnaon asked if the project does not meet fire codes, could it be built. <br /> <br />Mr. Dahlgren responded that building permits cannot be issued if all the <br />appropriate codes are not met. <br /> <br />Mrs. Berry stated the questions of providing a turnaround for fire vehicles <br />and approval of the adjacent property owners to extend the street still seem <br />unresolved. <br /> <br />Mr. Wiski indicated either a cul-de-sac needs to be built on Mr. Kehr's <br />property, or the street needs to be extended. The Commission needs this <br />information before making a recommendation. <br /> <br />Mr. Rukavina agreed with Mr. Wiski. He commented he believed the density on <br />the project is acceptable. <br /> <br />RECOMMENDATION <br /> <br />Mrs. Berry Moved, and Mr. Wiski Seconded, that Al Kehr's request for rezoning <br />from R-I to R-2, preliminary plat, special use permit for planned unit develop- <br />ment, and variance to density limits at 674 County Road C be continued until <br />the regular Commission meeting of March 7, 1984. Roll Call, Ayes: Johnson, <br />Moeller, Wiski, Berry, and Rukavina. Nays: Dressler. <br /> <br />PLANNING FILE 1436 - Study of Housing Alternatives in the R-I Zoning District. <br /> <br />PRESENTATION <br /> <br />Mr. Dahlgren indicated during the Commission's last discussion, two options <br />were being considered: I) Make no changes in the present ordinance. Continue <br />to follow the policy of the past by permitting duplexes scattered throughout <br />the city. This would require property owners to apply for a rezoning from <br />R-l to R-2. This policy could be publicized. 2) Adopt a procedure similar <br />to the existing minor variance. This would require written approval of property <br />owners within a specified distance of the property to be used for duplex. There <br />would be a board to consider the request and make a recommendation to the City <br />Council. The Council would make the final decision. If the signatures from the <br />surrounding property owners could not be obtained, or if the board did not <br />unanimously approve the request. The property owner would then have the option <br />of proceeding with a regular rezoning application. <br />
