<br />Planning Commission Minutes <br />March 7, 1984 <br />-4- <br /> <br />Matson indicated he felt the neighbors have legitimate concerns. The <br />project is too close to the neighbors. <br /> <br />Wiski indicated the variances and special use permit are justified because <br />of the soil problems on the site. The site plan is in conformance with <br />the Council's land use amendment. <br /> <br />Rukavina indicated the City needs a facility like. the one proposed. <br />Someone is going to bear the cost of having such a facility in their <br />neighborhood. He also indicated he is concerned that several things have <br />not been addressed, such as HVAC equipment. <br /> <br />Rukavina indicated the implication had been made that if the Commission's <br />decision is pro the development, the Commission is in the pocket of the <br />developer. He was concerned that the implication has already undermined <br />the legitimacy of the Commission's decision. <br /> <br />Recommendation <br /> <br />Wiski Moved and Berry Seconded that the Housing Alliance request for rezoning <br />from R-I to R-3A, special use permit, and variances to setback, parking, and <br />unit size requirements at 500 County Road B be continued until the regular <br />Commission meeting of April 4, 1984 to give the applicant and City staff <br />additional time to address and review the following issues: <br /> <br />I) Dedication of the westerly 300 feet of the property for park. <br />2) Massing of the building. <br />3) Landscaping. <br />4) HVAC equipment. <br />5) Parking. <br />6) Outdoor adjacent public space for residents. <br />7) Soil boring studies. <br />8) The issues discussed in the memo from Doug Strong, dated 2-27-84. <br />9) Howard Dahlgren's alternate site plan. <br /> <br />Roll Call, Ayes: Moeller, Johnson, Matson, Wiski, Berry, and Rukavina. Nays: <br />Dressler. <br /> <br />Planning File 1436 - Housing Alternatives in the R-l zoning district. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated staff is working to develop an ordinance adapting the <br />minor variance procedure to allow an abbreviated process for requesting the <br />addition of an accessory housing unit in a single-family home. The development <br />of the ordinance has not been completed. <br />
