<br />Planning Commission Minutes <br />March 7, 1984 <br />-3- <br /> <br />9) That the project be developed in accordance with plans dated 1/31/84. <br /> <br />Roll Call, Ayes: Moeller, Johnson, Matson, Berry, and Rukavina. Nays: Wiski <br />and Dressler. <br /> <br />Planning File 1484 - The Housing Alliance request for rezoning from R-l to <br />R-3A, variances to setback, parking requirements, and <br />minimum unit size, and special use permit for a structure <br />with greater than 24 units and higher than 3 floors. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant has previously applied for an amendment <br />to the Comprehensive Plan to indicate high density housing on the easterly <br />400 feet of their property, which was approved by the City Council and by the <br />Metropolitan Council. The applicant is now requesting a rezoning from R-l to <br />R-3A for a l30-unit elderly housing facility. <br /> <br />Arvid Elness, of the Housing Alliance, indicated the building height has been <br />revised from 6 stories plus dormers to 3 stories plus dormers on the east, <br />and 5 stories plus dormers on the south. He indicaped it is not practical <br />to expand the length of the building because the corridor becomes too long <br />for the elderly. <br /> <br />Mr. Smith, of the Housing Alliance, indicated the height of the roof peak <br />of the easterly portion of the building is 44 feet. The peak of the 5-story <br />portion is 62 feet from grade on the easterly side of the building. <br /> <br />The peak of the 5-story portion is 84 feet from the grade on the westerly <br />side of the building. <br /> <br />Mr. Elness indicated the height and footprint of the building and the other <br />details of the plan are maximum parameters. The actual project will be <br />built within those parameters. <br /> <br />Mr. Dahlgren indicated the project drawings are as detailed and accurate <br />as other drawings usually provided to the Planning Commission. <br /> <br />Mr. Elness indicated a series of soil borings have been performed to determine <br />soil conditions. <br /> <br />Rukavina suggested the Housing Alliance should provide the City Council with <br />a drawing showing the soil conditions. <br /> <br />Mr. Elness indicated the entrance was placed to the east because the slope <br />to the parking area is too steep to go straight in. Also, a loop from the <br />west would be difficult because of the soil conditions. <br />
