Roseville Planning Commission Minutes

Wednesday, April 4, 1984

The April 4, 1984 regular meeting of the Roseville Planning Commission
was called to order by Acting Chairman Vern Johnson. Mr. Johnson was
appointed by the City Council to chair the April meeting in the absence
of John Rukavina, who resigned after the March meeting.

The Council will appoint a new Commissioner and a new Chairperson for the
May Commission meeting.

Members Present: Wiski, Matson, Moeller, Berry, Dressler, Pat Johnson,
and Vern Johnson.

Members Absent: None.

Staff Present: Council liaison Al Kehr, Howard Dahlgren, David Drown, and
Ron Moorse.

Approval of Minutes

Wiski moved and Berry seconded that the minutes of the regular meeting of
March 7, 1984 be approved.

Discussion

Matson suggested the minutes be corrected as to comments made by Dressler and
Rukavina, expressing their concern about voting for a rezoning for a Councilman.

Matson moved and Moeller seconded that Wiscki's motion be amended to include
the statement by Dressler that she could not vote for the Kehr project because
Mr. Kehr is a Councilman, and the statement by John Rukavina that he had trouble
voting for the Kehr project because Mr. Kehr is a Councilman.

Discussion

Dressler indicated that her statement regarding Mr. Kehr was from a prepared
statement which read as follows: "First of all, I want to say that I feel
uncomfortable voting on a rezoning for a City Councilman. I am troubled that
adjacent homeowners are against this project, and I am therefore voting 'no'."
Dressler also indicated she has, in the past, voted 'no' on a rezoning request
if there is legitimate neighborhood opposition. She indicated she voted 'no'
on Mr. Kehr's proposal because neighbors directly affected by the project
expressed opposition. Dressler also indicated she felt the minutes should not
be amended regarding Rukavina's comments because he was not available to confirm
what he did or did not say.
