Planning Commission Meeting
-7-

5) That additional parking be added if the City determines it is necessary;
and that provisions for the addition of parking be included in the owner
association bylaws.

6) That 10 feet of additional right-of-way be dedicated on County Road B.

7) That a sidewalk be constructed along County Road B.

Roll Call, Ayes: Wiski, Moeller, Berry, and Pat Johnson.
Nays: Matson and Dressler. Abstain: Vern Johnson.

Planning File 1485 - Discus of Roseville request for rezoning at 2651 Snelling.

Presentation

Mr. Dahlgren indicated the applicant proposes to construct a restaurant on the
site at 2561 Snelling. The restaurant requires a B-2 zoning. The major
portion of the site is currently zoned B-2. The site also contains a 49-foot
wide strip zoned R-l and a 10-foot wide strip zoned B-1. The R-l strip is a
remnant left after the contiguous properties were rezoned to B-1. The
Comprehensive Plan designates the entire site for commercial use.

Discussion

Mike Aiken, a representative of the applicant, indicated the proposed restaurant
is geared toward families. 3% of the restaurant's income comes from liquor
sales. 97% is from the sale of food. The hours of operation are from 11:00
a.m. to 10:00 p.m., 7 days per week.

Matson indicated the restaurant could have a significant impact on traffic
in the area, especially with the access onto and off of Snelling.

Dave Drown indicated he did not think the accident rates at the intersection
were unusually high. He explained that he does not have information on the
actual rates.

Mr. Dahlgren indicated that if traffic conditions reach a level which meet
traffic signal warrants, a signal may be the solution to the traffic problem.

In response to concerns from residents regarding a restaurant with a liquor
license next to the park, Mr. Aiken indicated they do not want to create a
bar atmosphere. Mr. Aiken also indicated that a B-l use would involve as
much traffic at peak times (8:00 a.m. and 5:00 p.m.) as would the proposed
restaurant.
