Abstain: Vern Johnson. <br /> <br />Planning File 1485 - Discus of Roseville request for rezoning at 2651 Snelling. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the applicant proposes to construct a restaurant on the <br />site at 2561 Snelling. The restaurant requires a B-2 zoning. The major <br />portion of the site is currently zoned B-2. The site also contains a 49-foot <br />wide strip zoned R-l and a 10-foot wide strip zoned B-1. The R-l strip is a <br />remnant left after the contiguous properties were rezoned to B-1. The <br />Comprehensive Plan designates the entire site for commercial use. <br /> <br />Discussion <br /> <br />Mike Aiken, a representative of the applicant, indicated the proposed restaurant <br />is geared toward families. 3% of the restaurant's income comes from liquor <br />sales. 97% is from the sale of food. The hours of operation are from 11:00 <br />a.m. to 10:00 p.m., 7 days per week. <br /> <br />Matson indicated the restaurant could have a significant impact on traffic <br />in the area, especially with the access onto and off of Snelling. <br /> <br />Dave Drown indicated he did not think the accident rates at the intersection <br />were unusually high. He explained that he does not have information on the <br />actual rates. <br /> <br />Mr. Dahlgren indicated that if traffic conditions reach a level which meet <br />traffic signal warrants, a signal may be the solution to the traffic problem. <br /> <br />In response to concerns from residents regarding a restaurant with a liquor <br />license next to the park, Mr. Aiken indicated they do not want to create a <br />bar atmosphere. Mr. Aiken also indicated that a B-l use would involve as <br />much traffic at peak times (8:00 a.m. and 5:00 p.m.) as would the proposed <br />restaurant. <br />
