<br />Planning Commission Minutes <br />-11- <br /> <br />Planning File 1520 - Proposed amendment to the zoning code adding off- <br />sale liquor establishments in the Bl-B, B-2, B-3, <br />B-4, and Shopping Center Zoning districts. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that during discussion of the off-sale liquor <br />issue, it was noted that the existing city code does not include a <br />definition of a shopping center. Mr. Dahlgren suggested the following <br />definition: <br /> <br />A group of four or more contiguous units combined in a single, architect- <br />urally unified building, containing at least 40,000 square feet of <br />commercial space. Such centers are located on a single site, along <br />with on-site parking which is provided in direct relationship to the <br />types and sizes of the stores contained within them. <br /> <br />Mr. Dahlgren also indicated it has been suggested that off sale liquor <br />establishments be permitted uses within shopping centers and that free- <br />standing facilities should be subject to the issuance of a special <br />use permit. <br /> <br />Discussion <br /> <br />Wiski asked what the concern was regarding free-standing off-sale <br />establishments. <br /> <br />Dahlgren indicated a free-standing establishment is not buffered by <br />contiguous units, and there is more possibility for incompatibility <br />with surrounding uses. <br /> <br />Recommendation <br /> <br />Johnson moved and DeBenedet seconded that the Planning Commission <br />recommend that the zoning code be amended to allow off-sale liquor <br />establishments in Bl-B, B-2, B-3, B-4, and shopping center districts <br />as a permitted use in a shopping center defined as follows: <br /> <br />A group of four or more contiguous units combined in a single, architect- <br />urally unitied building, containing at least 40,000 square feet of <br />commercial space. Such centers are located on a single lot, along with <br />on-site parking which is provided in direct relationship to the types <br />and sizes of the stores contained within them; <br /> <br />and as a special use in other structures. <br /> <br />Roll Call, Ayes : Dressler, DeBenedet, Johnson, Matson, Moeller, and <br />Wiski.
