Planning Commission Minutes -7- 1) That the platting of the three new parcels be completed. 2) That the relocation of the sanitary sewer and the construction of the water main be done to City standards. 3) That additional easements for new public utilities be recorded, and that the old easements be vacated. 4) That proposed landscaping, trees in particular, be kept off utility easements. 5) That joint driveway and access easements between all parcels be recorded. 6) That approval from the state for filling activity on State right-of way be secured. 7) That the developer work to reduce the driveway grades as much as possible. 8) That additional right-of-way to 49.5 feet be dedicated along Rice Street. 9) That a nonmotorized pathway be constructed along Rice Street, but not across the Country Kit~~en parcel. 10) That drainage plans be subject to Staff review. 11) That the access easement leading west of the parcel to Marion Street be vacated. 12) That the project be developed according to plans dated 7/2/84. Roll calls, Ayes: Johnson, Dressler, Moeller, Berry, DeBenedet, and Wiski. Nays: none. Planning File 1527 - C. R. Hakworthy request for rezoning, division of lot, and variance at 171 Center Street. Presentation Mr. Dahlgren indicated the applicant is requestin~ a rezoning, from R-l to R-2, division of lot and a setback variance to allow the construction of 3 duplexes on the site, two of which would have a zero lot line. C. R. Hakworthy explained the development proposal. Discussion Drown indicated the driveway needs to be redesigned to permit the right hand turn at the top of the hill by emergency vehicles. The neighbors expressed several concerns: 1. Traffic problems, especially on the drive adjacent to the neighbor to the north.
