<br />Planning Commission Minutes <br /> <br />-6- <br /> <br />4. Landscaping must be kept off utility easements. <br /> <br />5. Joint driveway and access easements are needed. <br /> <br />6. Applicant needs State approval for filling activity on State Right- <br />of-way. <br /> <br />7. Suggest a reduction in the 10% driveway grade. <br /> <br />8. Additional Right-of-way is required on Rice Street. <br /> <br />9. Sidewalk is required on Rice Street. <br /> <br />10. Drainage plans should be subject to staff review. <br /> <br />11. The access easement leading west of the parcel to Marion Street should <br />be vacated if the development is approved. <br /> <br />Howard Dahlgren indicated that because of the need for a preliminary plat, <br />the applicant will need to come back to the Planning Commission for prelimi~ <br />nary plat approval. <br /> <br />Gordy Howe, representing Shorewood Corporation, indicated he was not aware of <br />the need for a preliminary plat. <br /> <br />Mr. Dahlgren explained that during review by the Engineering Staff, it was <br />discovered that three new lots were being created by the proposed development, <br />requiring a preliminary plat. Dahlgren indicated he had explained this to <br />the applicants architect, who was not concerned about the requirement. <br /> <br />Dahlgren indicated it is unfortunate there has been a misunderstanding regarding <br />the need for the plat. <br /> <br />Mr. Howe indicated that if a plat was needed he would follow through with the <br />process required. But he requested the Commission take action on the zoning <br />and special use permit so that he could get a determination regarding the <br />acceptability of the development in general. <br /> <br />Discussion <br /> <br />DeBenedet indicated he would like more information on storm drainage and erosion <br />control. <br /> <br />Recommendation <br /> <br />Berry moved and DeBenedet seconded that the Planning Commission recommend <br />approval of Shorewood Corporation's request for rezoning from R-l and R-6 to <br />R-3A and from R-l to B-1 at 2231 Rice. Roll call, Ayes: Johnson, Dressler, <br />Moeller, Berry, DeBenedet, and Wiski. Nays: none. <br /> <br />DeBenedet moved and Dressler seconded that the Planning Commission recommend <br />approval of Shorewood Corporation's request for Special use permit to allow <br />more than 24 units in the apartment building at 2231 Rice, with the following <br />conditions: <br />
