<br />Planning Commission Minutes <br /> <br />-4- <br /> <br />Planning File 1540 - Review of the Tax Increment Financing Program for the <br />Housing Alliance project. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the Housing Alliance property needs soil correction and <br />storm sewer work. It has been proposed that a TIF District be formed to aid in <br />financing those improvements. The TIF Program is based only on the first phase <br />of construction (60 units). The plan can be amended in the future to use addi- <br />tional tax increments (from the second phase) for other improvements such as <br />park improvements. <br /> <br />Mr. Dahlgren explained the TIF Program includes three improvement projects: <br /> <br />1. Soil Correction <br />2. Rerouting of storm sewer <br />3. Construction of a sidewalk along B. <br /> <br />Mr. Dahlgren indicated the action required of the Planning Commission is to <br />determine whether the development included in the TIF Plan is consistent with <br />the City's comprehensive plan. <br /> <br />Discussion <br /> <br />Matson asked why the TIF Program is subsidizing the sidewalk along the applicant's <br />property when the City usually requires the developer to pay the cost of the <br />sidewalk. <br /> <br />Dahlgren indicated the TIF Plan was set up to pick up the cost of the improvements <br />peculiar to this site. The sidewalk is important to the elderly housing use pro- <br />posed for the site. <br /> <br />Berry asked what the public notice requirement is for the Public Hearing on the <br />TIF Plan. <br /> <br />Moorse indicated notice must be published in the City's official newspaper. <br /> <br />Dressler indicated she was against the amendment to the comprehensive plan and <br />against the proposed development. Since both have been approved, she has to vote <br />'yes', but she does so with protest. <br /> <br />Matson indicated he also was against the proposal and is glad the Council made <br />changes to the height and setback of the proposal. <br /> <br />Recommendation <br /> <br />Berry moved and DeBenedet seconded that the Planning Commission make a determina- <br />tion that the TIF Plan is consistent with the City's comprehensive plan. <br /> <br />Roll Call, Ayes: <br />Nays: <br /> <br />Matson, Johnson, Moeller, Berry, DeBenedet, Dressler and Wiski. <br />None <br /> <br />Other Business <br /> <br />Wiski indicated there are several procedural issues which should be discussed <br />by the Commission. The first is the procedure to be followed when an applicant <br />is not present for a hearing. <br />
