Mr. Nolyn indicated some <br />of the final products have been rendered non-hazardous, and will go to Minnesota <br />landfills. Others will be shipped out of state to hazardous waste landfills. <br /> <br />Matson asked whether there was a system to insure against leakage. Mr. Nolyn <br />indicated all tanks would be above ground, and would be checked hourly or daily <br />for leakage. <br /> <br />Miller asked whether any of the wastes would be radioactive. Mr. Nolyn indicated <br />the facility would not handle radioactive wastes. <br /> <br />Miller asked whether any of the wastes would be shipped in or out by rail, or <br />whether any storage in a railroad tank car would occur. The applicant indicated <br />it would not be economical to use rail transport, and that storage in a tank car <br />would be illegal. <br /> <br />Dressler asked how spills are prevented and handled. Mr. Jenness indicated that <br />each type of waste has a specified container to insure safety. <br /> <br />DeBenedet asked what the nature of the hazardous materials would be. The applicant <br />indicated that most materials would be corrosive, such as acid. Some would be <br />toxic, and some would be flammable. <br /> <br />The applicant indicated the PCA monitors air quality and also audits the records <br />of the facility to insure that only approved wastes are being handled. <br /> <br />Matson asked whether the proposed facility would provide a sufficient solution to <br />the problems of the metal-plating industry. Mr. Nolyn indicated the facility will <br />be large enough to serve the metro area. <br /> <br />Matson asked whether there would be monitoring of the waste water from the facility. <br />Mr. Nolyn indicated the waste water goes into the sanitary sewer and that quarterly <br />monitoring is required. <br /> <br />Wiski asked whether the wording of the special use amendment should reference PCA <br />and EPA regulations and requirements. tir. Nolyn indicated that it should. <br /> <br />Wiski asked whether other similar facilities had experienced spills or other problems. <br />The applicant indicated he knows of no serious problems in similar facilities. <br /> <br />In response to a question regarding unique firefighting equipment and needs, the <br />applicant indicated the Fire Marshal has suggested the use of light water in the <br />facility's sprinkling system as a solution to the firefighting problem. <br /> <br />The applicant indicated the proposed facility would accept inorganic wastes from <br />other than metal platers. He was unsure what type of wastes would be accepted, but <br />reactive or radioactive wastes would not be accepted. <br /> <br />John Knapp of Boise Cascade suggested the Commission continue action on the request <br />to allow further review of the project by Boise Cascade. Berry indicated the proposed <br />amendment is the next step in a process which has been continuing since the Metropolitan <br />Council selected west-central Roseville as a site for a facility such as this. <br />
