Gordie Howe, <br />representing Shorewood Corporation, indicated the lot contiguous to the Country <br />Kitchen property must remain a separate lot due to an agreement with the Country <br />Kitchen that the lot be available to them for possible expansion of parking in the <br />future. He also indicated the lot to the west fronting on Marion Street is to be <br />deeded to one of the contiguous property owners since it is not needed for access <br />to the site. Mr. Dahlgren suggested that both of these lots be noted as unbuildable <br />as separate lots on the plat. <br /> <br />Recommendation <br /> <br />Matson moved and Berry seconded that the Planning Commission recommend approval of <br />Shorewood Corporation's request for preliminary plat and variance at 2231 Rice Street, <br />with the condition that a notation be placed on the plat indicating that the two <br />small lots are unbuildable as separate lots. <br /> <br />Roll Call, Ayes: Moeller, Matson, Berry, DeBenedet, Dressler, Johnson and Wiski. <br />Nays: None. <br /> <br />Planning File 1548 - Health Resources Assistance Corporation request for preliminary <br />plat, rezoning and special use permit at 2831 Snelling. <br /> <br />Presentation <br /> <br />Howard Dahlgren indicated the applicant proposes to plat the subject property into <br />three lots to allow them to purchase a portion of the property for use as a Health <br />Care facility. The applicant has requested a rezoning from I-I to B-2 to allow the <br />medical center use and a special use permit to allow a Daycare use. <br /> <br />Discussion <br /> <br />Charles Honchell indicated a sidewalk is required along the Snelling Frontage Road. <br />The applicant indicated the sidewalk requirement is acceptable. Mr. Honchell <br />indicated that although Lot 3 is not currently proposed for development, the platting <br />process requires utility service to be extended to this lot. Mr. Honchell suggested <br />the applicant petition for the sewer extension to Lot 3. The applicant indicated <br />this was acceptable. Mr. Honchell indicated there were some drainage details to <br />be worked out, but they were not major concerns. Mr. Dahlgren indicated that Lot 1 <br />is a landlocked parcel, and as such is unbuildable. The platting process usually <br />requires all lots to be served by a public street. Marie Slawik, the property <br />owner, has provided a letter to the City indicating Lot 1 will not be used for <br />development of a facility which would require utilities or an access road. Mr. <br />Dahlgren indicated he is hopeful that Mrs. Slawik will at some point dedicate <br />that property to the City to be combined with the park land to the west. He <br />suggested that, included on the plat, should be a notation that Lot 1 is an <br />unbuildable parcel. <br /> <br />Recommendation <br /> <br />Johnson moved and Matson seconded that the Planning Commission recommend approval <br />of Health Resources Assistance Corporation's request for preliminary plat, special <br />use permit and rezoning from I-I to B-2 at 2831 Snelling with the following <br />conditions: <br />
