He also <br />felt there would not be a major increase in traffic on Sandhurst from the west. <br />Mr. Dahlgren suggested that an entrance from Lexington near Sandhurst would be <br />dangerous from a traffic standpoint. <br /> <br />Recommendation <br /> <br />Dressler moved, Matson seconded that the Planning Commission recommend approval <br />of Twin City Federal's request for special use permit and variances to parking <br />setbacks at 2167 Lexington, with the condition that the project be developed <br />in accordance with plans dated 9/5/84. <br /> <br />Planning File 1545 - Nazareth Building Association request for rezoning at <br />2551 Snelling. <br /> <br />Presentation <br /> <br />Howard Dahlgren indicated the applicant proposes to rezone a portion of the <br />subject property from R-l to B-2 to allow the property to be used for parking <br />for the Knights of Columbus Hall. Mr. Dahlgren indicated the rezoning application <br />includes a dedication of land for right-of-way for an improved intersection at <br />Snelling Avenue. Mr. Lynch, representing the Knights of Columbus, indicated the <br />applicant would agree to dedicate the right-of-way in exchange for not being <br />assessed for the actual roadway construction. Charles Honchell suggested the <br />applicant should petition the City for the roadway. The method of financing the <br />construction could then be worked out between the City and the applicant. Mr. <br />Honchell indicated that at least 20% of the cost of the roadway must be assessed <br />to benefiting property owners in order for the City to be able to sell bonds to <br />finance the project. <br /> <br />Recommendation <br /> <br />Johnson moved, and Matson seconded that the Planning Commission recommend approval <br />of Nazareth Building Association's request for rezoning from R-1 to B-2 at 2551 <br />Snelling, with the recommendation that the applicant's proposal to dedicate <br />right-of-way for the intersection improvement be accepted by the Council, and that <br />the applicant petition for the roadway improvement with the method of financing to <br />be determined in the future. <br /> <br />Roll Call, Ayes: Moeller, Matson, Berry, DeBenedet, Dressler, Johnson and Wiski. <br />Nays: None. <br /> <br />Planning File 1546 - Shorewood Corporation request for preliminary plat and variance <br />at 2231 Rice. <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated the Planning Commission and Council have previously approved <br />a rezoning of the subject property to allow the construction of a 61-unit apartment <br />building and a small office building. The applicant now proposes to plat the <br />property into four lots. The applicant has also requested a variance to allow a <br />cornmon access drive. <br />
