<br />Planning Commission Minutes - December 5, 1984 <br />Page 6 <br /> <br />DeBenedet indicated if we do not create a separate zoning district, all 1-2 land <br />would already be correctly zoned for industrial waste facilities, and all that is <br />needed is a special use permito <br /> <br />Johnson indicated the site area for industrial waste facilities has already been <br />defined by the Waste Management Boardo <br /> <br />Wiski suggested the debate is about proper techniques to limit proliferation of <br />industrial waste facilities. He is not persuaded that adding another step to the <br />approval process will do that. <br /> <br />Dressler indicated rezoning is very permanento She does not want to see a piece of <br />land zoned for industrial waste facilities. <br /> <br />Berry indicated she supports the new zoning district based on the Council discussion <br />reg~rding the need for addition safeguards and to assure the public that the City is <br />acting responsiblyo <br /> <br />Reconunendation <br /> <br />Berry moved, DeBenedet seconded that the Planning Conunission reconunend the <br />establishment of an 1-2a district to include as a use by special permit: <br /> <br />(1) The collection, processing, treatment and distribution of inorganic <br />metal wastes consisting of metal compounds, solution, sludges and <br />liquids; and the collection, bulking, separation, addition of absorbants <br />and distribution of organic industrial wasteso Neither the inorganic <br />nor the organic industrial wastes may include explosives as defined in <br />the Title 18 USC, Section 83l(c)(d), and 27 CPR 55023, or radioactive <br />material s. <br /> <br />Appropriate control measures shall be made as determined by the <br />Council to mitigate the effects of operations conducted <br />on the site to include, and not be limited to, the following <br />functions: Security of premises and building, access and <br />egress to site, routing of vehicular traffic on public streets, <br />security methods for delivery and pickup, air emissions control, <br />wastewater treatment and discharge, storm drainage and spillage <br />control facilities, public water use, soil contamination, hours <br />of operation, noise impact, liability and control of <br />unauthorized delivery, and impact on contiguous properties. <br /> <br />Wiski indicated the vote on the new zoning district does not reflect disapproval <br />of the MRC's proposalo The Commission still endorses its previous special use permit <br />approval. <br /> <br />Roll Call, Ayes: DeBenedet, Johnson, and Berryo <br /> <br />Nays: Dressler, Matson, Moeller and Wiskio <br /> <br />Matson moved, and Moeller seconded that the Planning Commission still <br />recommend approval of the special use permit as originally approved by <br />the Commission, with the addition of the radioactive material exclusion <br />and the list of control standards included in the above reconunendationo <br />
