<br />Roseville Planning Commission Meeting <br />Wednesday, June 5, 1985 <br /> <br />The June 5, 1985 regular meeting of the Roseville Planning Commission was <br />called to order by Chairman Don Wiski at 7:30 p.m. <br /> <br />Members present: Johnson, Matson, Moeller, Berry, Dressler and Wiski <br /> <br />Members absent: DeBenedet <br /> <br />Staff present: Planning Consultant Howard Dahlgren, Assistant City Engineer <br />David Drown <br /> <br />ADDroval of Minutes <br /> <br />Berry moved, Johnson seconded that the minutes of the regular meeting of <br />May 1, 1985 be approved. <br /> <br />Role Call, Ayes: Johnson, Moeller, Berry, Dressler <br /> <br />Nays: None <br /> <br />Abstain: Matson and Wiski <br /> <br />Planning File 1291 - Burger King Corporation rezoning from B4 to B3, <br />special use permit and variance to setback <br />requirements. <br /> <br />Presentation <br /> <br />Mr. Dahlgren reviewed the site plan submitted, pointing out the difficult <br />nature of the site pertaining to the existing NSP easement running along the <br />southern half of the site. He noted the applicants had obtained a 30' easement <br />from the railroad property to the south to allow additional parking. The <br />rezoning from B4 to B3 is required as the proposed use is not allowed in the B4 <br />district. The special use permit is for the proposed drive through facility <br />along the north side of the site paralleling County Road C. Variances pertain <br />to the setback of the drive through lane and the building setback from the <br />north property line. <br /> <br />Mr. Mike Norstrom, site engineer for Burger King, indicated that the inside <br />decor would involve oak chairs, lots of brass, and similar furnishings. The <br />drive through facility would involve the use of two windows, first to handle <br />the cash transaction and the second for picking up the food. He indicated this <br />helps to resolve the problem of stacking backups which occur on drive through <br />facilities. He indicated special hoods are proposed in the cooking area to <br />remove most of the grease and smoke generated and solve the odor problem. He <br />further indicated that, based on the latest information he had, they were <br />requesting five foot variance for the drive through paving along County Road C <br />and a seven foot variance for the building. <br /> <br />Mr. Matson questioned why the change from a five foot to a seven foot variance <br />for building setback from C was necessary. The applicant responded that the <br />proposed structure has a five foot eave overhand which exceeds the three feet <br />
