Roseville Planning Commission Meeting
September 4, 1985

Page 4

Roll Call: Ayes:

Matson, DeBenedet, Dressler, Johnson, Mueller, Wiski

Nays:

None

Plannirut File ~

Budget Liquor comprehensive plan amendment, rezoning, and special use permit
at Roselawn and Lexington.

Presentation

Mr. Dahlgren discussed Graham investments request for construction of a 9,100
square foot liquor store. Mr. Dahlgren discussed the type of zoning that was
required and his concern relating to the four driveways, two of which are on
Roselawn and two of which are on Lexington Avenue.

Mr. Dahlgren also pointed out that even though the initial request was
discussed in the context of a B-3 rezoning, the B-2 is more workable and
essentially more specifically designed for this type of proposal.

Mr. Drown discussed the fact that the driveways also concerned him and the
drainage water should actually be picked up on the site. Mr. Graham
subsequently discussed his proposal and pointed out that he is trying to
contact every landowner in the area. He also discussed his application
regarding his request for a liquor license. Mr. Graham also stated that he
objects to giving up of both driveways since he thought they would be very
useful in his operation.

Discussion

Ms. Dressler asked Mr. Graham why two driveways were needed. Mr. Graham
replied that they were important as access in and out of the site for a liqour
operation such as he is proposing.

Mr. Wiski asked whether Mr. Graham would be willing to consolidate access with
Aces Service Station. Mr. Graham replied no, that he needed a barrier in the
area.

Mr. Matson pointed out that for the past year the Planning Commission has
tried to cut accesses on the main streets and that the Planning Commission
is not simply singling out Graham's business for this particular request.
