<br />Roseville Planning Commission Meeting <br />September 4, 1985 <br /> <br />Page 5 <br /> <br />Mr. Mueller asked what mechanical units would be on the top of the building <br />and whether Mr. Graham would be willing to screen them. Mr. Graham replied <br />that he certainly would. <br /> <br />Mr. Wiski asked why the increased number parking spaces and what about <br />landscaping to the east. Mr. Graham replied that he thought it was stylish to <br />map out increased parking and that he would do anything with respect to <br />landscaping to the east depending upon what the neighbors request. <br /> <br />Mr. Wiski asked what would happen regarding easement on the rear of the <br />property. Mr. Dahlgren replied that the easement should be abandoned, which was <br />previously decided by the Council. <br /> <br />Mr. Frank Whaley pointed out that Mr. Graham did talk to a number of people in <br />the area and did state that he owned the land. Mr. Whaley pointed out that he <br />checked with the Secretary of State and there was no documentation of Graham <br />Liquor being incorporated. He also pointed out that he was not convinced that <br />parking to the north was needed as previously discussed and that there should <br />not be any need to rezone the northern part of the parcel. <br /> <br />Mr. Wiski asked Mr. Graham why they zoned the two parcels together. Mr. <br />Graham replied that that was the terms and conditions of the sale; that both <br />parcels be purchased. <br /> <br />Mr. John Bower of 1048 West Roselawn stated that Graham said that he owned <br />a number of other ,Budget Liquor Stores and that he indeed does not. <br /> <br />Mr. Jay Fisher of 1899 North Oxford asked that if this project were approved, <br />what would it mean in terms of additional types of development that can go in <br />that area. Mr. Dahlgren read from a list of other B-2 type uses and pointed out <br />that the special use permit was just for the liquor operation. <br /> <br />Mr. Fred Eberwine of 1041 Ruggles asked how the documentation of the easement <br />being abandoned would be addressed and what the process is. Mr. Drown stated <br />that the property owners must petition for vacation of such easement. <br /> <br />Mr. Mechel of 1080 Ryan Avenue asked why the Roselawn Avenue section needs to <br />be zoned B-3. Mr. Wiski replied that Graham is only looking for whatever <br />zoning allows the use of a liquor store and Mr. Dahlgren has stated B-2 would <br />be appropriate for such use. <br /> <br />Ms. Joan Fisher of 1899 North Oxford asked if Mr. Graham does indeed have a <br />liquor license and Mr. Graham pointed out that it is still in process. Ms. <br />Fisher also asked, will zoning be modified to original status if the liquor <br />license is not approved. Mr. Wiski replied no. <br />
