<br />Roseville Planning Commission Minutes <br />October 2, 1985 <br /> <br />Page 10 <br /> <br />Demos asked how the self-service car wash like this actually <br />operates. Mr. Brannon subsequently walked the Planning <br />Commission through the total washing process. <br /> <br />Dressler asked the relationship regarding the timers, and what <br />would happen to people who don't get through the first wash <br />cycle. Brannon replied that as the place first opened, they <br />would be very flexible in that respect. <br /> <br />Matson stated that he liked this proposed facility, and he has <br />used them in the past. <br /> <br />Mueller asked about where the salt, sand, and oil went subsequent <br />to the actual wash. Brannon replied that they utilize cesspools, <br />and the cesspools are vacuumed out, four per each bay. <br /> <br />Matson asked how the solar energy was integrated into the total <br />project. Brannon pointed out that the solar panels heat the <br />water through a heat exchange system. <br /> <br />Mueller asked where the mechanical units would be going, <br />particularly the solar units. Brannon stated that it's a trade <br />off, but the energy and fuel reduction offsets some aesthetic <br />concerns. <br /> <br />Wiski asked whether they would accept lighting limitations, <br />operating hour limitations, stacking concerns, and a full time <br />attendant. Brannon stated this is very acceptable, and this is <br />the way they operate their other respective stations. <br /> <br />Wiski asked where the path went that is near the parcel. Drown <br />replied the path simply goes toward the lift station. <br /> <br />Recommendation <br />Matson moved approval of the Special Use Permit per submitted <br />plans, seconded by DeBenedet with the following conditions: <br /> <br />1. That the retaining wall design be approved by staff. <br />2. That sidewalks be constructed. <br />3. That the landscape plan be approved by staff. <br />4. That lighting and operating hours be restricted. <br />5. That a full-time attendant be present. <br /> <br />Discussion <br />Berry stated that the project was positive, but she was very <br />concerned about letterhead from School District 623 staff being <br />used for a private letter. Dressler and Johnson subsequently <br />agreed with Berry, and Johnson stated that their concern would be <br />made known to the school district. <br />
