<br />Roseville Planning Commission Minutes <br />October 2, 1985 <br /> <br />Page 9 <br /> <br />Wiski reiterated that the area already is zoned properly, and <br />that the screening and water concerns will be worked out on the <br />staff level. <br /> <br />Roll Call, Ayes: Matson, Johnson, Mueller, Berry, DeBenedet, <br />Dressler and Wiski. <br />Nays: None. <br /> <br />Demos pointed out that Roseville has met with the School District <br />to talk about affordable housing, and that it is the development <br />of these types of proposals that does create additional housing <br />opportunities for moderate income households. <br /> <br />Planning File 1619 <br />Solar Car Wash, Special Use Permit, B-3 at 1315 West Larpenteur. <br /> <br />Presentation <br />Mr. Blais discussed the location of the project, and the fact <br />that a Special Use Permit would be needed for the car wash. He <br />discussed a number of unique features relating to the area, <br />particularly with respect to the foundation problems that Arthur <br />Treacher's had to face. He also discussed the fact that this was <br />a unique project with respect to car washes, in that an office <br />development would occur above the car wash itself. He also <br />pointed out that a modified plan addressing the entrance and exit <br />was presented. <br /> <br />Mr. Brannon, the owner, discussed the other two similar car <br />washes that the family owns, which are in Fridley and St. Louis <br />Park. He showed pictures of the building, and discussed the fact <br />that all of the property owners approve of his structure. He <br />also discussed some of the staff concerns, and stated he will put <br />in a sidewalk, the traffic pattern was modified, he will work <br />with the staff on the final landscape plan, and he has had four <br />designs built on the retaining wall. Once he decides on the best <br />design, he will work with the City staff to ensure that the <br />proposed wall is, indeed, feasible. <br /> <br />Johnson asked how high the stalls were with respect to what type <br />of vehicles could be brought into the facility. Brannon stated <br />they are approximately eight feet tall. <br /> <br />DeBenedet asked what type of door material was used. Brannon <br />replied that the doors are made in Sweden, and are a combination <br />of aluminum and steel. <br /> <br />Berry asked whether the wash was used significantly during the <br />winter months. Brannon replied that seventy percent of the car <br />wash business actually occurs in the winter. <br />
