<br />Roseville Planning Commission Minutes <br />October 2, 1985 <br /> <br />Page 4 <br /> <br />Berry asked what the definitions were of low and moderate income. <br />Waldron replied that for the Roseville area, low income was up to <br />$25,000 per year, and moderate income was in the range of up to <br />$36,000 per year. Goldstein stated that this results in rents <br />between $600.00 and $900.00 per year. Hanson added that the <br />retired are often more affluent as a result of selling and moving <br />out of their existing home, which becomes a significant asset for <br />them. It also increases the total number of affordable homes in <br />the City, as the elderly move out of moderate priced housing. <br />Berry stated that the extent of the rent costs for such housing <br />troubled her. <br /> <br />Matson asked whether there was a need for an outlet in the pond. <br />Waldron replied that yes there was, and that was part of the <br />negotiations relating to the tax increment district. <br /> <br />Matson asked if the developers did, indeed, understand that they <br />have to put in a sidewalk. Oberlander replied that they understand <br />this, and fully intend to proceed with a sidewalk. Linda Nelson, <br />from 1349 Brooks, asked where the sidewalks were going to go. <br />Drown replied they will be placed in the areas that he originally <br />stated, and that eventually it is hoped all of the sidewalks in <br />the City will interconnect over a series of years. <br /> <br />Wiski asked Ebenezer whether they were investors in the project. <br />Hanson replied that no, they were not. <br /> <br />Matson asked the developers about other projects in which they <br />have been involved. Goldstein discussed the Minnetonka project, <br />Lake of the Isles, and five hotels with which they have been <br />involved. <br /> <br />Matson asked about the berm on the south, and how high it would <br />be. Thompson replied that basically the berm would be four and <br />one-half feet high, and designed to cover the lower level garage. <br /> <br />Matson asked what type of fence was proposed. Thompson replied <br />it would be a four foot high fence, and viewed as a aesthetic type <br />landscape item, more than likely in brick. <br /> <br />Matson stated that the neighbors on the south were worried about <br />the water; how is it going to be addressed. Drown replied <br />removal of the old garage will help. Secondly, there is a storm <br />sewer to the southeast that could easily pick up all the water <br />with the appropriate grading. Wiski asked additional questions <br />about the water--as to whether it will all be contained within <br />the parcel. Thompson replied that the grading to the south on <br />the proposed property will be lower than the southern properties, <br />and the water will, indeed, be contained on the parcel. <br />
