<br />Rosville Planning Commission Minutes <br />October 2, 1985 <br /> <br />Page 3 <br /> <br />Mr. Blais discussed the fact that the development does meet the <br />density and setback requirements. He also stated that the one <br />parking space variance per each unit is basically reasonable in <br />view of the age of the residents. He also discussed the proposed <br />height of the building, which is 37 feet as a result of the gable <br />roof. Mr. Blais suggested that the landscape plan be worked out <br />with the neighbors, and a consensus reached. <br /> <br />Mr. Drown pointed out that for firefighting purposes, the system <br />may have to be looped, that the City is interested in dedication <br />of the pond, there is a need to study grading on the south and <br />west sides, and a pathway is required on Hamline. <br /> <br />Mr. Oberlander, the developer, briefly described his project, and <br />how they became interested in Roseville for this type of <br />development. <br /> <br />Ella Hanson, from Ebenezer, discussed what the organization's <br />major goals are and similar projects that had operated in the <br />Metro area. <br /> <br />Nancy Palm, of Maxfield, Palm and Cevette, discussed the research <br />her company has done on Senior Housing. Essentially, this <br />project is very well suited for the area in view of the "greying" <br />of the Roseville population. She also pointed out the traffic <br />for a project such as this is one-half of what would be expected <br />of a similar unit, as a result of the elderly population. <br /> <br />Milo Thompson, the architect, reviewed all of the plans relating <br />to the structure. He discussed circulation, modification of the <br />Carbone Building, the joint dining area, parking proposals, and <br />pointed out how the developers have reduced the total stories <br />from six in some areas to a total of three. He also discussed <br />the landscape plan, and stated they were more than willing to <br />work with the neighbors to facilitate agreement. <br /> <br />Discussion <br />Berry asked what the approximate square footage would be of the <br />respective units. Mr. Oberlander replied they would be in the <br />neighborhood of 650 to 1,100 square feet. <br /> <br />Berry asked where the parking would be for the residents of the <br />original building. Thompson replied that there would be a walk-in <br />at the same level, basically more convenient than what is <br />currently there. Matson asked how the people from the first <br />floor parking area would get to their respective floors, and also <br />would the parking area to the south remain. Thompson replied <br />there is an elevator in the parking area below, and that parking <br />to the south would probably stay. <br />
