<br />Roseville Planning Commission Minutes <br />November 6, 1985 <br /> <br />Page 3 <br /> <br />DeBenedet stated that if the use changed at some time, and ten additional <br />parking spots should be needed, this condition should be addressed in <br />the motion. <br /> <br />Mueller stated that the sod in the forward corner would stop parking <br />in the McCarron and Rice Street area. Wiski replied that maybe an <br />alternative could be considered with respect to landscape treatment in <br />the area. <br /> <br />Matson stated that the Commission should follow the fifty percent rule <br />in terms of the sidewalks, thus sidewalks don't apply in this case. <br />Demos pointed out there are no rules of thumb relating to sidewalks, <br />but there is a definitive policy. DeBenedet stated that sidewalks <br />are appropriate, and maybe the fund should be placed in an escrow <br />account. Johnson agreed that sidewalks were critical in the area, <br />and the fund should be placed in an escrow account. <br /> <br />Dressler then withdrew the motion to deny, and Mueller subsequently <br />agreed to the withdrawal. <br /> <br />Recommendation <br />DeBenedet moved, Matson seconded, approval of the side yard parking <br />variance as per submitted plans with the following conditions: <br /> <br />1. That staff approve grading and drainage plans. <br />2. That the parking areas be curbed. <br />3. That staff approve landscape plan. <br />4. That sidewalks be constructed, or the appropriate funds be placed <br />in an escrow fund. <br />5. That additional parking spaces per ordinance be provided if and <br />when needed. <br />6. That the entire building be painted. <br /> <br />Roll Call, Ayes: Berry, Johnson, Matson, Mueller, DeBenedet, and <br />Wiski. <br />Nays: Dressler. <br /> <br />Planning File 1628 <br />Lido Cafe request for rezoning, Special Use Permits, and variance at <br />2801 Snelling Avenue. <br /> <br />Presentation <br />Mr. Dahlgren discussed the location and easement concerns regarding <br />the Lido proposal. Mr. Dahlgren pointed out the City is going to <br />purchase the right-of-way to ensure access into the Glendenning <br />properties. <br /> <br />Mr. Dahlgren pointed out that the area is currently zoned 1-1, and <br />needs to be rezoned to B-2. In addition, Special Use Permits are <br />needed for the take-out food and entertainment. The variance request <br />relates to a five foot setback from the right-of-way on the southern <br />side of the parcel as opposed to the fifteen feet. <br />
