Roseville Planning Commission Minutes
March 5, 1986

Page 3

Wi ski inquired as to whether Lot 2 would have a negative impact
on traffic. Honchell repljed that yes, it would be a busy
intersection, but that single family homes probably do work best
on the site.

Wiski inquired as to whether shared access would be possible.
Honchell replied that on Lot 2, the driveway should be required
to be placed on the south side of the property or no access into
the diagonal portion of the lot would be required.

Demos replied that the building is taking place in Minnesota,
and that property owners shouldn't be limited in the way they
want to build their homes, particularly as it relates to solar
access concerning southern exposures.

Dahlgren suggested that placing the driveways a maximum distance
from the diagonal should meet the concerns of any traffic diffi-
culties.

Recommendation
Dressler moved, DeBenedet seconded, approval of the Wilfred Spear
request for preliminary plat at 2140, 2150 Cleveland and 2030
County Road B, as per submitted plans with the following
conditions:

1. Dedication of six feet on the northern side of the parcels
for the proposed pathway.

2. An east/west drainage easement be dedicated with the final
footage to be negotiated with City staff.

Discussion
Berry asked whether the driveway placement should be part of the
motion. Dressler replied that she preferred that it not be
present in the motion.

After significant discussion, Berry moved to amend the motion
that would restrict access into the diagonal of the proposed
parcel. DeBenedet seconded the amendment.

Roll Call on Amendment:

Ayes: Dressler, Goedeke, Johnson, Berry,
DeBendent and Wiski.
Nays: None.
Ayes: Dressler, Goedeke, Johnson, Berry,
DeBendent and Wiski.
Nays: None.

Roll Call on Motion:
