Roseville Plann1ng Commission Minutes
April 9, 1986

Page 10

Bob Massey, 1455 Brooks, stated that he didn't like the site lines,
the six story building, and the setbacks really wouldn't help one
way or another.

Saxe Roberts, 2570 North Pascal, asked again about the people to
the west, across the park, and pointed out that the structure was
simply too massive for the area. Goldstein pointed out that in
the past, they have looked at thirty different site plans.

Irene Roberts, 2570 North Pascal, asked as to whether the under-
ground parking adds one story. Thompson replied that it does
not. It is, indeed, underground. Roberts asked whether the
residents were required to approve the project before it could
proceed. Wiski stated that was not a requirement, but that
notices are sent out to people within the affected area. Goldstein
again pointed out that the six story proposal is only twelve feet
higher than the previously approved P.U.D., but the setbacks are
much more significant.

Mr. Schell, 2549 Pascal, again wanted to discuss the site line
and the shadows relating to the six story structure.

Linda Neilson, 1349 Brooks, asked if the previous wall that was
agreed to with respect to two of the parcels would remain in effect.
Thompson replied yes. Ms. Neilson asked that if studies were
done on the Ridgepointe project early on, why they didn't do it
with respect to the Rosepointe project.

Goedeke asked whether handicapped rooms were going to be available.
Goldstein replied, yes. Goedeke also stated that he objected to
a statement by one of the citizens who alluded to the fact that
nonambulatory people should not be permitted to live in the
facility.

Altha Edgren, 1385 Brooks, asked what would be done with the
additional setbacks. Thompson again discussed the landscape
plan, and pointed out that the path would not be lit bordering
the neighbors.

Libby Luman, 1407 Brooks, said she wanted the garden patches kept
on the development, not on the adjacent land.

Larry Kasel, 2553 Pascal, said he was concerned that he wasn't
notified, and does not like the view of the facility. Wiski and
Waldron pointed out that they understood his concern with respect
to not being notified; however, he was outside the 250 foot
notification requirement.

Harold Huber, 1393 Brooks, asked whether the trim on the structure
could rust. Thompson replied that no, the proposed trim is rustproof.
