<br />Roseville Planning Commission Minutes <br />May 7, 1986 <br /> <br />Page 14 <br /> <br />1. A Development Agreement be signed with the City. <br /> <br />2. Staff reviews site, grading, and landscape plans. <br /> <br />3. The developer meet with neighbors and staff regarding final <br />landscaping and fence. <br /> <br />4. Lighting plan be reviewed by staff. <br /> <br />5. A sixteen and one-half feet right-of-way be dedicated. <br /> <br />6. All trash be enclosed. <br /> <br />7. That the development proceed pursuant to plans dated April 9, <br />1986. <br /> <br />Moeller stated that, in his opinion, the area is too congested, <br />but he felt that this may be the most workable project in the <br />area. DeBenedet said he likes the plans. He thinks the center <br />will be well done; Lexington is a busy street, and that problem <br />will have to be addressed over time. Wiski stated that this is a <br />perfect time to get a handle on what's occurring in this area, <br />and the proposal will help clear up a number of problems in the <br />area right now. <br /> <br />Goedeke stated he was not comfortable with the number of proposed <br />stores. Ms. Johnson stated that the traffic in the area is <br />simply a consequence of successful businesses, something that <br />Roseville wants. <br /> <br />Roll Call, Ayes: <br />Nays: <br /> <br />Berry, Moeller, DeBenedet, Johnson, and Wiski. <br />Maschka and Goedeke. <br /> <br />At this point in the meeting, Commissioner Johnson left the <br />meeting, as it was 1:20 in the morning, and she had work <br />responsibilities early Thursday morning. <br /> <br />Other Business <br />Consideration of Ordinance Amendment to allow night watchman <br />residence in a business district as a special or accessory use. <br /> <br />Presentation <br />Dahlgren pointed out that this is currently allowable in an <br />industrial area, and that the time has come that this may be <br />required in a commercial area. The Commission has a choice as to <br />whether this could be an accessory or a special use. <br /> <br />DeBenedet asked what is required for an accessory use. Dahlgren <br />replied that the building code must be followed. Mrs. Brannon, <br />from Solar Car Wash, pointed out why such a development would be <br />important to them, both in terms of security and allowing service <br />in the facility 365 days a year. <br />
