Roseville Planning Commission Minutes
May 7, 1986

Page 4

Steinworth asked if the parking lot could be moved, as did Mr.
Wiski. Ericksen stated that they will review other spots with
respect to parking modifications.

Maschka asked whether the dorm would provide a buffer if the cars
were placed directly behind it. Architect Johnson said that was
a possibility. Dahlgren also reiterated the fact that a signifi-
cant portion of the parking lot would be behind the building, and
it would serve as a means of obviating the noise. Goedeke asked
who basically uses the underground parking. Johnson replied
that commuter students use it.

Annette Phillips, 3084 Shorewood Lane, asked if the Health and
Fitness Building is built first, when will the parking be built
in relation to the dormitories. She was also interested in the
dimensions of the Health Building. Ericksen replied there is not
a priority developed yet, with respect to the project. It depends
on the student body and the amount of money flowing to the College.

Wiski asked if the College would make an effort to relate the
parking into the actual development of the dormitory. Architect
Johnson stated yes, that is a possibility. Maschka asked whether
the southwest ingress and egress construction would start now.
Ericksen replied yes.

Annette Phillips asked for the dimensions relating to the Health
and Fitness Building. Architect Johnson proceeded to discuss the
dimensions, and pointed out that the highest area is roughly fifty-
five feet on the lake side.

Wiski asked whether a one-way loop could be used through the student
area. Johnson replied that could certainly be reviewed. Maschka
asked why the small parking area close to the eastern property
line couldn't be eliminated. Architect Johnson replied that parking
already exists in that area. Mrs. Churchward asked if there were
any parking studies regarding the demand in this area. Architect
Johnson replied that a major analysis was done with respect to
parking. Originally there were .22 spaces per unit, and the
project now has improved that to the point where it is .32 spaces
per student. This is very much in line with nationally recognized
standards for campuses.

Judith Heffron, 3044 Shorewood Lane, asked how many parking
spaces were actually required. Dahlgren discussed the basic
needs relating to parking and the Health and Fitness Building,
and the ratios that were used. Mr. Dahlgren stated, based on his
experiences in planning campuses, that the parking appeared quite
adequate for this particular project.

Herb Mischke, 3100 Ridgewood Road, stated that he would prefer to
see a one-way in the area of the eastern part of the campus. In
addition, he stated the parking lot should be moved further west
away from the residents. Maschka stated there is no question that
in order to work best with the residents, that the parking lot should
be eliminated or moved. Architect Johnson agreed that would be done.
