Roseville Planning Commission Minutes
June 4, 1986

Page 3

Dahlgren and Waldron proceeded to discuss the application as
submitted by Messrs. Nelson and Trapp. It was pointed out that
even though the application was submitted by Nelson, the Special
Use remains with the property, not the business; thus, a request
for the Special Use is Mr. Trapp's, and not Mr. Nelson's. It was
pointed out that Mr. Trapp appeared with Mr. Nelson to meet with
Waldron and Dahlgren, and Mr. Trapp was fully informed of the
previous conditions that needed to be met in addition to the
requirements of an application for Special Use Permit, including
site plans, landscape plans, etc. Dahlgren stated that Mr.
Nelson is not the problem--that his Special Use is reasonable.

Dahlgren stated the most appropriate action would be to table the
motion, and again notify Trapp what he is required to do before
any additional Special Uses will be granted for his properties.
Dahlgren reiterated his concern that the incompletness of the
application, and the fact that Trapp was not present at this
particular meeting.

DeBenedet moved, Berry seconded, to table the Trapp request for
Special Use Permit at 2209 West County Road C-2 until the July 2,
1986 Planning Commission meeting. The following was also
included in the motion:

1. That the application for Special Use Permit be properly
submitted with the required site plans and delineation of the
Special Use area.

2. That Trapp address the following problems relating to
previous approvals before the new Special Use is granted:

A. Deterioration and lack of painting of the structure.
B. Unsightly damage to the structure and poor maintenance.
C. Curbing of driveways and parking areas are incomplete,
and not poured in place.
D. Curbing sections are unsightly and out of place.
E. Parking areas are not properly surfaced.
F. General low quality of structure and type of maintenance.

3. That at the July Planning Commission meeting, Trapp present
an update, to the Planning Commissioners, regarding the
progress on each of the aforementioned items.

Discussion
DeBenedet and then the other Commission members made it clear
that they did not have problems with Mr. Nelson's Special Use.
The problem is getting Trapp to comply with previous conditions.

Waldron informed Mr. Nelson he thought it would be prudent to
immediately schedule a Wednesday meeting with Mr. Dahlgren and
himself to discuss the concerns relating to this proposal.

Roll Call, Ayes: Berry, Moeller, DeBenedet, Maschka, Johnson,
Goedeke, and Wiski. Nays: None.
