Waldron pointed out <br />Council did concur with the Planning Commission's <br />study this particular item. <br /> <br />the potential <br />that the <br />request to <br /> <br />Waldron informed the Planning Commission that there have been <br />some staff changes in the Finance Department, thus the study will <br />certainly be completed as staff time permits. <br /> <br />Berry stated her concern with respect to enforcement of landscape <br />provisions, and gave an example relating to the Fuddrucker's, MGM, <br />Dusty's, Stuart Anderson area where a significant number of the <br />required landscape items have died. Demos pointed out that the <br />Code Enforcement Department is very busy at this time of year. <br />Waldron stated that he would discuss the Planning Commission's <br />concerns with the City Manager and Code Enforcement regarding the <br />landscape problem. <br /> <br />Maschka stated his concern regarding the extended hours of the <br />previous Commission meetings, and pointed out there should be a <br />means to cut off debate. Demos stated that in her opinion, it is <br />quite difficult to exercise good judgment after 11:30 p.m. It <br />would be helpful to limit discussion to planning issues. Demos <br />pointed out how she limited debate at the Council meeting that <br />addressed the Northwestern College and Rosepointe proposals. <br /> <br />Johnson asked why have the audience ask the same questions that <br />the Planning Commissioners have already asked. <br /> <br />Goedeke stated he attended the Council meeting, and thought the <br />time limitation worked extremely well. <br /> <br />Johnson stated that it was not necessarily appropriate for the <br />Arden Hills representatives to address the Planning Commission, <br />and that the other Planning Commission members could help the <br />Chairman identify those individuals that are not Roseville <br />residents. <br /> <br />Berry stated that it may be time for a joint work session with <br />the City Council, particularly in view of the number of new <br />Commission members. <br /> <br />DeBenedet stated in his viewpoint, the Planning Commission is <br />well organized, and the process in Roseville is good. He did <br />state that the applicant should probably be limited to a five <br />minute presentation, and some of the discussion should be cut <br />back, but not to the point that it limits serious input. <br /> <br />Wiski pointed out that he supports access to the Planning <br />Commission, and has a strong bias in that direction. Johnson <br />pointed out that by allowing too much access, one could possibly <br />limit others that are waiting for a particular item on the <br />agenda. <br />
