<br />Roseville Planning Commission Minutes <br />August 6, 1986 <br /> <br />Page 2 <br /> <br />Planning File 1676 <br />Costco Wholesale, Inc. <br />Plan, Special Use Permit, <br />County Road C. <br /> <br />request for amendment to Comprehensive <br />and rezoning from 1-2 to B-4 at 1947 w. <br /> <br />Presentation <br />Mr. Dahlgren discussed the location of the development, and <br />the fact that it was tabled at the previous meeting pending the <br />PFS analysis of the area. Dahlgren stated that he thought this <br />was an appropriate use for this particular site, and stated <br />Costco is proposing a high quality building in the area. <br /> <br />Mark Koegler, from the Public Financial Systems team, discussed <br />the PFS report, stating that it was their conclusion that office <br />demand in Roseville was good, but was essentially limited. Based <br />on the fact that the potential office demand is limited, there <br />are more appropriate sites for office in the Roseville area such <br />as Cleveland and the Langton Lake area. Therefore, retail is a <br />viable use in the County Road C area, and that the Costco <br />development is in an appropriate use. <br /> <br />John Hartigan, representing Costco, stated that he would be <br />prepared to answer any questions. <br /> <br />Roger Mohagen, architect, reviewed the site plan, and pointed out <br />that a drainage solution was reached with the City that utilized <br />a holding pond in the rear. <br /> <br />Goedeke stated that he had visited a similar operation <br />Rosa, and asked whether the large item pickup would <br />traffic problem. Mohagen replied no, it would not. <br />also stated that ninety-nine percent of the loading and <br />through the front doors. <br /> <br />in Santa <br />create a <br />Hartigan <br />pickup is <br /> <br />Goedeke asked where the water drains in the area. Janisch <br />replied that it will go into a County road ditch basically at the <br />same rate that it does today. He stated that a Development <br />Agreement would be formulated to reflect a permanent drainage <br />solution in the area. <br /> <br />Leonard Vanasse asked where the holding ponds were, and whether <br />the parking was adequate. Janisch pointed out that the holding <br />ponds will be on the site, and stated that five hundred parking <br />spaces, in effect, were required. However, the total amount <br />available is in the range of seven hundred. <br /> <br />Mike Greylish, at 2031 Brenner, asked what time the deliveries <br />occurred. Hartigan replied primarily between 7:00 a.m. and 11:00 <br />a.m.; however, periodically there may be a rush shipment that <br />would occur outside of those normal office hours. <br /> <br />Kirby Arnold, 2030 Brenner, asked for an example of a similar <br />size parking lot such as being proposed with this project. Wiski <br />replied that Target is similar in size. <br />
