<br />ROSEVILLE PLANNING COMMISSION ME~TING <br />Wednesday, November 5, 1986 <br /> <br />The November 5, 1986 regular meeting of the Roseville Planning <br />commission was called to order by Chairman Donn Wiski at 7:30 p.m. <br /> <br />Members Present: <br /> <br />Berry, Goedeke, Moeller, Maschka, Johnson, and <br />Wiski. <br /> <br />Members Absent: <br /> <br />DeBenedet. <br /> <br />Staff Present: <br /> <br />Dahlgren, Janisch, and Waldron. <br /> <br />Approval of Minutes <br />Johnson moved, Maschka seconded, that the minutes of the regular <br />meeting of the Roseville Planning Commission meeting held October <br />1, 1986 be approved. <br /> <br />Roll Call, Ayes: Berry, Goedeke, Moeller, Maschka, Johnson, and <br />Wiski. <br />Nays: None. <br /> <br />Planning File 1709 <br />JLN request for Comprehensive Plan Amendment, Preliminary Plat, <br />rezoning from 1-1 to R-1 to B-4, and Special Use Permit at 2196, <br />2204, 2208, 2218, 2234, 2236, 2240, 2270, and 2280 Hamline Avenue. <br /> <br />Presentation <br />Goedeke moved, Moeller seconded, that the Nielsen request be <br />tabled until the December 3, 1986 Planning Commission meeting. <br /> <br />Roll Call, Ayes: Berry, Goedeke, Moeller, Maschka, Johnson, and <br />Wiski. <br />Nays: None. <br /> <br />Planning File 1699 <br />Mar-Len Development Corporation request for Special Use Permit and <br />sign variance at 2550 Long Lake Road. <br /> <br />Presentation <br />Mr. Dahlgren discussed the Mar-Len approach, and how the devel- <br />opers made an attempt to correct previous problems with the <br />development. Dahlgren pointed out he did not envision this <br />particular development moving forward as it has, based on previous <br />conversations he has had with the owners. They originally indi- <br />cated to him major changes would not be occurring as fast as they <br />have back in 1981. <br /> <br />Mr. Dahlgren proceeded to discuss the proposed moratorium in the <br />area of 35W and Cleveland. A moratorium is being recommended in <br />view of the fact that major new information has been presented in <br />a consultant study to the City, and it appears that major <br />redevelopment will be occurring within these respective areas that <br />does not coincide with said report. <br /> <br />Wiski also pointed out that the consulting firm looked at the <br />target areas, and the Planning Commission has reviewed the recom- <br />mendations from the consultants. Wiski stated it was critical to <br />consider the moratorium in advance of any decision on the Mar-Len <br />proposal. <br />
