<br />ROSE\ILLE PLANNING COMMISSION I"lEETING <br />Wednesday, December 3, 1986 <br /> <br />The December 3, 1986, regular meeting of the Roseville Planning <br />Commission was called to order by Acting Chairman Jim Moeller at <br />7:30 p.m. <br /> <br />Members Present: <br /> <br />Berry, DeBendet, Goedeke, Johnson, and Moeller. <br /> <br />Members Absent: <br /> <br />Maschka. <br /> <br />Staff Present: <br /> <br />Dahlgren, Janisch, and Waldron. <br /> <br />Approval <br />Johnson <br />meeting <br />November <br /> <br />of Minutes <br />moved, Berry seconded, that the minutes of the regular <br />of the Roseville Planning Commission meeting held <br />5, 1986 be approved. <br /> <br />Roll Call, Ayes: <br />Nays: <br />Abstain: <br /> <br />Berry, Goedeke, Moeller, and Johnson. <br />None. <br />DeBenedet, because he was not present at that <br />meeting. <br /> <br />Planning File 1712 <br />James P. and Robert J. Michels request for preliminary plat at <br />2424 North Dale Street. <br /> <br />Presentation <br />Dahlgren discussed the area where the three proposed lots are <br />being considered for platting. He discussed how the plat would <br />work based on the proposed street that will also be under con- <br />sideration by the City Council. The proposed lot meets all <br />minimum lot requirements according to City Code. Dahlgren <br />pointed out that the feasibility study is underway and thus the <br />proposal for the street would have to be approved to make the <br />proposed plat workable. Dahlgren stated that the approval of <br />this preliminary plat should be conditioned upon construction of <br />the proposed street. <br /> <br />Mr. Michels stated that the proposed lot meets all City requests. <br /> <br />DeBenedet asked whether a cul-de-sac is required for the proposed <br />street. Janisch replied that it was, and proceeded to discuss <br />the various street alternatives. <br /> <br />DeBenedet asked how the right-of-way would be acquired from <br />property owners that oppose the project. Janisch stated that if <br />this were approved, the City would have to obtain the right-of- <br />way through eminent domain with respect to the opposing property <br />owners. <br /> <br />Goedeke confirmed that the only issue before the Planning Commis- <br />sion that evening was the plat, not the feasibility of the <br />proposed street. <br /> <br />DeBenedet asked whether Michels owned all the lots. Michels <br />replied that they have a purchase option on all of the lots, <br />contigent on the platting. <br />
