<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 9 <br /> <br />Wednesday, July 13, 1988 <br /> <br />Pendrey pointed out that the development of the east/west <br />thoroughfare does not require rezoning. Johnson pointed out that <br />through the rezoning process, a city could get land dedicated for <br />the roadway such as with the Lincoln case for the Rosedale Square <br />North shopping center. Dahlgren testified that the roadway <br />creates development potential which in turn produces the desire <br />to rezone the property. Johnson stated that rezoning is <br />desirable, but maybe not needed for the roadway. <br /> <br />Pendrey asked what impact this development would have on the <br />value of residential property in the area, and stated that the <br />residential owners are staying while businesses would be leaving. <br />Johnson pointed out that the market drives development, that <br />Roseville is not a rural community anymore, and that the city <br />can't stop development but should do good planning to manage it. <br /> <br />Lyle Jacobson, testified that Hyman is a good quality truck line <br />and that the plan does not look beneficial for the area. <br />Jacobson stated that the city should allow to happen piece by <br />piece. <br /> <br />Debbie Clark, 3070 Mildred, stated her concern about density and <br />asked how do residents make sure they are not surrounded by eight <br />story buildings. Johnson summarized the public hearing process, <br />and the notice that is provided for those hearings. Berry <br />pointed out that control is also established by having a plan to <br />guide it such as the proposed united place. Waldron stated that <br />there is a policy that developers hold a neighborhood meeting <br />before the Planning commission hearing. <br /> <br />(. (,~ ,<;,< <br /> <br />,...t, > <br /> <br />An unidentified representative of Dorso, inquired if rezoning was <br />required by state statutes, and if a new business moving into <br />the existing trucking firm could expand. Waldron indicated that <br />rezoning would be required and that expansion would be possible. <br /> <br />The unidentified representative of Dorso indicated a concern with <br />the development of mUlti-family residential uses to the east of <br />their site, which they would see as being incompatible with their <br />business. <br /> <br />Leonard Laskow, 1970 Brenner, stated that the apartments adjacent <br />to the west side of Langton Lake should be dropped from the plan <br />that there are existing traffic problems on Cleveland Avenue <br />already. <br /> <br />Bob Coleman, 2890 Mildred asked what happens to storm sewer in <br />low density housing areas and does the homeowner have to pay for <br />the improvements. Keel outlined the city's assessment policies. <br />
