<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget10 <br /> <br />Wednesday, July 13, 1988 <br /> <br />Roberta Thompson, 1686 Lydia, inquired what the goals of the <br />plan were and what would occur at the Terrace Drive, Snelling <br />Avenue intersection. Carlson summarized what was being proposed <br />at the new Snelling Avenue intersection. <br /> <br />Thompson expressed <br />which would reduce <br />city can't assume <br />east/west street to <br /> <br />a desire to complete traffic improvements <br />traffic on residential roads, but that the <br />businesses will leave to allow the new <br />occur. <br /> <br />Judie Radicki, ABF Freight, stated that the proposed new access <br />to 35W would put them out of business. Radicki stated that ABF <br />wants to stay, does not agree with the plan because it would <br />result in traffic tie ups, financial questions, and that the city <br />has no facts or assurance to guarantee what the future will bring <br />to the area. <br /> <br />Donald Tschida, 1888 County Road C-2, inquired if the traffic <br />count information requested at the previous hearing was <br />available and pointed out that if the interchange is moved, <br />Terrace Drive will become the main traffic route with high <br />volumes of traffic. Keel summarized the traffic count <br />proj ections from the Barton-Aschman study, and indicated that <br />Terrace Drive would be a collector route and not a major <br />thoroughfare or minor arterial such as County Road C. <br /> <br />Tschida stated that the city should leave the area zoned R-1 and <br />not make it to easy to change use in the area. Tschida added <br />that the developer should be required to do ground work and <br />request zoning changes rather than having the city do the initial <br />work for them. Tschida said that the plan change is premature. <br /> <br />Larry McGough, McGough Construction, stated that the city should <br />only rezone the property along County Road C. McGough said that <br />the interim solution makes the situation worse, and doesn't <br />solve any problems. McGough testified that rezoning is not <br />needed because existing owners do not want to move and because <br />you can't build a road. MCGough stated that the city doesn't <br />lose anything because the city can do what is being proposed <br />without the plan. <br /> <br />Eugene Pikovsky, Hyman Freightways, Inc., testified that they <br />have substantial investment in the property and that the property <br />is not for sale. Pikovsky brought out that the city states it <br />has no intention to eliminate trucking, but the plan would make <br />it impossible for Hyman Freightways to operate because the road <br />cuts through the property. Pikovsky pointed out that Indianhead <br />can't sell there property which is already zoned B-4. Pikovsky <br />
