<br />Roseville Planning Commission Minutes <br />August 5, 1987 <br /> <br />Page 5 <br /> <br />Planning File 1787 <br />Gerald Kaufhold request for rezoning, Comprehensive Plan Amend- <br />ment, preliminary plat, and variance at 1130 County Road B. <br /> <br />Presentation <br />Dahlgren discussed the site, and showed the right-of-ways that <br />would be required to facilitate the development. He discussed <br />how this project was a major part of the park system, and this <br />would leave a major hole if this recreational area was lost. He <br />discussed the proposal of the developer, that includes an antique <br />mall on the School site, an office that would entail the auction <br />house, and a park to the southwest of the development. <br /> <br />Dahlgren pointed out that the figure being proposed to the City <br />relating to the park is extremely high for a park purchase. <br /> <br />Dahlgren stated that the ball park is important in terms of <br />providing a buffer for the neighbors to the south. <br /> <br />Dahlgren discussed the fact that the City Council has proposed to <br />accept the cash for the dedication, based on the current price <br />that is being proposed. He also pointed out that additional <br />negotiations could occur that may result in other arrangements. <br /> <br />Dahlgren also discussed his proposal for a fifty percent land <br />dedication relating to School facilities which, subsequently, was <br />not approved by the Council. <br /> <br />Johnson informed the audience that this was simply the first step <br />in the formal process relating to the City review of this <br />project. She emphasized that the Planning commission was <br />extremely interested in finding a solution for this site, and <br />that the Planning Commission would take the proper time to review <br />and learn the neighbors concerns regarding this project. <br /> <br />Waldron discussed the City Council's recent position with respect <br />to this proposal. He pointed out that based on the price that is <br />being proposed for the parkland, the Council would opt for the <br />cash equivalent of the dedication if the plan were approved as <br />proposed. He pointed out that it was not the Council's intent to <br />prejudge the plan as proposed, but simply state its position <br />relating to the cost of the parkland. <br /> <br />Jody Yungers discussed the various park sites throughout the <br />City, and pointed out the Recreation Department's concern as it <br />relates to this area. She also pointed out that the ball field <br />cost was simply too prohibitive in this area, and it may be more <br />appropriate to use the funds in another area such as the Bruce <br />Russell Park. <br /> <br />Maschka asked for a clarification of the park dedication require- <br />ment, which Dahlgren and Waldron proceeded to clarify. <br />
